It's a fun concept, but the power scaling is ridiculous. Comparing 10% of Ulquiorra's strength to a 10 million bounty pirate is off the mark. You do understand that even weaker Vasto Lordes could destroy a town with a weak Cero. Besides that, a normal human couldn't even stand in the presence of a normal Hollow. Ten percent of Ulquiorra’s strength, as a Vasto Lorde, scales way higher. For example, let's take the current Luffy. If you take 10% of his strength and pit him against a 10 million bounty pirate, Luffy would easily stomp the guy to death. In other words, whether it's a 10 million bounty pirate or not, they are still normal people. They shouldn't be able to even withstand that level of Reiryoku or be in the presence of a Vasto Lorde. I understand that you’re trying to balance the story somewhat, but you really should reconsider this aspect.

That alone shows that you don’t know anything about Bleach. But the simple answer is yes: one full-blown Cero from an Espada in released form can destroy the entirety of Las Noches. And yes, Las Noches is quite large; according to Nell, it would take about six full days to run around it. as not fighting for days ,when ichigo invaded hueco mundo he fought for 5 days straight. Compare that to Luffy’s fights; most of them are over within 30 minutes or less. And no, just because he fights the same opponent multiple times doesn’t prolong the fights
A calc for Las Noches size based on Nel's statement would put it at an area of around 186k square miles, bigger than California (163k). This is honestly a low-ball estimate considering it uses regular human walking speed. Ulquiorra states that Espada 4 and above could destroy Las Noches just with their resurrección. Ulquiorra has a second resurrección on top of this that should give the same 5-10x multiplier. On top of this, he has access to attacks like Gran Rey Cero, which's an order of magnitude more powerful than a regular cero. He also has Lanza del Relámpago, which's most likely above a Gran Rey cero in power due to it being his strongest technique. The scaling can go even higher though, since a lot of people believe that the inside of Las Noches is a pocket dimension with its own sun. Something that really wouldn't be that out of place for Bleach and would also fit in more with the series' later scaling.
