I think this is more of you underestimating Hiruzen, which is somewhat fair since the anime portrayed him poorly. But your bias becomes irrelevant when comparing his strength to the other Hokages apart from Hashirama and Naruto. The fact that you said that the elemental affinities are overrated shows that your bias is clouding your judgement. You also said there isn't any good Jutsu from them which is pure and utter bullshit. What about the Raikage lightning armor, Or Onoki earth Jutsu that Increases and decreases weight which enables him to fly. Or kakuzu earth grudge fear Jutsu. Or Deidara clay explosion Jutsu, which is from earth. Even kekkei genkai are gotten from the combination of elemental affinities, apart from ocular ones like the Sharingan or Byakugan. None of the Kages apart from Hashirama and Hiruzen were named God of Shinobi. That should already tell you how strong Hiruzen was. Not to mention that his era was filled with most of the strongest kages in the other villages. If you actually research Hiruzen ability sheet, you would understand just how powerful he was.

I remember that Tobirama's version of the flying raijin was inefficient, hence why he never used it as often like Minato. So it's certain that he was the only one capable of escaping, hence why he used himself as a decoy.
His leadership was subpar, yes, but it's inaccurate to say the 2nd strongest Hokage (Not counting Naruto) has SOME strength 😂

Not really, Tobirama in all honesty was more of a researcher, hence his creation of multiple jutsus. He was extremely proficient in water nature and decent in the rest, but mainly used water jutsus. His flying raijin was inefficient, hence why he used it sparingly. Minato improved the flying raijin efficiency, hence why it became his signature move. His ninjutsu was passable to be honest, he found it easier to use flying raijin than a ninjutsu. He mostly combined it with his rasengan. And he was a Fuinjutsu master. Hiruzen was extremely proficient in ALL chakra natures, to the point he could analyze a Jutsu on his own and replicate it without a Sharingan after seeing it once. He was also a fuinjutsu master. It was also stated that he learnt all Jutsu in konoha, which earned him the title "The Professor". During his reign, his era literally contained most of the strongest kages in the hidden villages and yet, he was given "God of Shinobi" because he was literally stronger than all of them. I wouldn't be surprised if he learnt Tobirama's version of the flying raijin, but simply didn't use it because of efficiency or because it didn't fit his style of combat. After all Minato taught some jonins the technique even if they weren't as proficient as he was. Minato and Tobirama are undoubtedly strong, but Hiruzen is just above them. He's literally the jack of all trades and Master of all.
