They met in the Marine base of the Ballywood Kingdom. One admiral, 5 vice admirals, 20 rear admirals, and countless other lower level officers. The higher level commanders were ushered into a large circular room where a 6 chairs were placed around a large table.
Percy sat at the largest seat and the other vice admirals followed behind. No vice admirals spoke a word as they took their respective positions. The other rear admirals stood behind their bosses, they had no say in this planning meeting. All decisions will be made by either the vice admirals, or be vetoed by the one person no one wanted to piss off, admiral Kurosai.
Percy sat down in his chair looked at the vice admirals, smiled at said
"I talked to Sengoku. This is a test. Prove to him and me that you can handle these kinds of situations. I will not interfere, nor will by second-in-command Orange. Whoever performs best out of the 5 of you will be recommended by me to become the next admiral."
The 5 vice admirals were silent as they let the statement sink in. They all knew that it was rare for anyone to recommend them to become the next admiral. Even more so, Kurosai; his recommendations very legendary. It was said that last time he gave out a recommendation was a man named commodore Good Price. After that he quickly became Rear admiral and is on his way to vice admiral.
[I want it] thought Take as he remembered Kong promoting Percy over him for admiral.

At first he thought it was not fair, he thought they were playing favorites. He played the game, correctly. HE, rubbed the right shoulders, HE talked to the right people. HE did everything right. And yet, Percy? got promoted?
Why?
Why?
Why?
Take spent many nights thinking about what went wrong. When he finally gave up, he confronted his former commander Rosati. He entered his leaders office,
"KAKAKAKAKAKA, still pissed huh?" Rosati laughed
"How'd you know" Take sighed as he sunk his head into his knees and sat onto the coach.
"How long have we known each other?" Rosati looked at his former partner
"15 years" Take admitted
"You don't think I don't know you like the back of my hand by now? Look, Percy got the gig not because of connections, not because of Garp or Zed" Rosati started.
"Is it because of Sengoku then?" Take questioned
"No you idiot" Rosati sighed. "It's because he is strong. No, I'm not saying you are not, I'm just saying that when you were just following orders, Percy was battling emperors. When you were trying to avoid confrontations he was getting his ass kicked to get experience. Now, he successfully defeated an emperor, solidifying his place as an admiral in the navy. What have you done?"
Take was silent as the truth hurt. He never thought of it like that, he was trying to manipulate others while Percy was pursuing power on his own. He now realized what he had to do.
"Okay" Take said as he stood up, "So, I need to stop worrying about this political bullshit and worry about my power first"
"That's right KAKAKAKAKA" Rosati said as he started to bunch on a candy bar. "God, Linlin will be the death of me, one way or another."

Take broke out of his flash back and came back to reality to see others doing roughly the same thing.
"Sir" Spandine started looking a bit hesitant, "do you think this is wise"
"Why?" Percy smiled at the division chief. "do you doubt the competency of my vice admirals?"
"O-of c-c-course not a-a-a-ad-d-dmiral" Spandine sputtered as Kuzan and Sakazuki stared at the cp-9 chief.
"Good" Percy smirked at the weak man. "Does anyone have a plan then?"
"Burn it. Make sure no one gets away" Sakazuki said in a clear concise voice.
"Very straight manner. Any objections?" Percy said to the group
"If he does that, what do we do then?" Julius argued
"Well?" come up with a better strategy Percy said waving his hands around the room
The room was silent as the other 4 vice admirals quickly tried to find a better alternative then Sakazuki's proposal. After a couple of minutes, the other vice admirals nodded their heads in unison,
"Vice admiral Sakazuki will burn the island, vice admiral Kuzan will freeze all escaping boats, Borsalino will make sure no additional routes are possible, me and Julius are back up" Take said as he proposed this to Percy.
"Are you sure" Percy said this as he lazily looked at the 5 vice admirals. He didn't care either way. In his mind, the revolutionary army should be there already and evacuating the citizens as they speak so this shouldn't be an issue for them.
"Yes sir" Kuzan said in a nonchalant voice
"Okay" Percy as he stood up followed by everybody standing at attention. "It will take up a day and a half to reach Ohara. When we get there. I want Someone to go to the island to confiscate all the evidence on the island before we bombard the island. Who will do that?"
"I will go" Borsalino said as he strolled next to Percy. "I'm the quickest so I'm naturally the one who should be selected."
"Very well. Do it, you have 5 minutes. Go in, Get everything you can. If you must, you have permission to kill anyone you have to kill to get the books, understand?" Percy gave Borsalino a pointed look which the vice admiral nodded back.
"Good" he said
They headed towards their 13 massive battleships and several thousand marines all headed to their respective ships.
"firepower of a nation huh" Percy said as he was still impressed by the might of the navy
"Oh please" Orange said next to him. "If you wanted, with the swipe of your hand, you could wipe them all out"
"True, it's still impressive though" Percy said
"No it's not" Orange whispered into his ear, "What did you always tell me? In front of true power-"
"Numbers mean nothing" Percy continued "Your right, But Ohara doesn't have power. They are just a bunch of archaeologists. They have no real power."
"Right now. One day the-"
Before she finish her thought, Percy elbowed her side.
"Ow! What was that for?" she asked
Percy gave her "are you serious looked?"
Orange's eyes opened in understanding "Oh" she said with her lips moving
Percy rolled his eyes
"Let's Go!" Percy shouted as he got aboard the nearest battleship
"Yes sir!" the marines saluted as the masts lowered and the vice admirals got into positions. Spandine and his men also got aboard as well
"Next stop" Percy shouted looking at his grand fleet, "Ohara!"
