Yes, Kakashi is a veteran, but he is a stagnated veteran. He barely improved from the 14 years old version of himself and highly depends on his Sharingan. Kakashi can't use the Chidori without it. Overall, the power scaling is BS. Here is how it should have been. There is a big problem with the age of the main character. Kakashi created the Chidori when he was 12 years old during the 3rd Great Ninja War. Considering that Kakashi at the beginning of the Naruto manga was 26 years old and the main character of this fanfiction is 18 it means that your character created the chidori at the age of four.
