bruh you're capping ,tobirama tagged Uchiha "evil",and he passed down his hatred for them to his students hiruzen was too fearful of Uchiha,danzo coveted their sharingan for himself in the name of"all for the village",on the night of nine tails,he basically sent his Roots to order them to stay in their clan instead of letting them go to help which would have helped mitigate the hatred the civilians had for the Uchiha and the police force is just a deep pit of trouble especially for a clan like Uchiha that is naturally proud of themselves they wouldn't do bad or abuse the power but they would offend everyone with their ruthless enforcement of justice which is right morally but lacking in social skills

It's pathetic to see people defending Tobirama and Hiruzen with a thousand useless arguments. Hashirama himself was against what Tobirama did regarding the police. And Hiruzen didn't do anything decent when Danzo tried to kill him after Minato's death. In fact Hiruzen was so incompetent, Danzo so crazy and Itachi so blind that if it weren't for the script Konoha would have been eliminated with absolute certainty after the massacre of the Uchiha clan.
