LIKEI fail to see how that's racism... I haven't read this yet but specifically only making something available for x-y-z isn't racism. Especially if said item/thing gives power. just look at your countries leaders or any corporatation.. Exclusivity is a common practice.
racism would be. "If you're from Japan you are not allowed to buy this item and if you get caught with it you get executed or jailed." and the flip side being "everyone else but japan can use said item" At that point you're excluding a race and imposing harsh punishments on said race for no other reason than they're from Japan.
also i would replace japan with Japanese* I used a country since you're using a country as a base for calling something racist.
The novel didn't even bother to describe any of the other countries! Who would he be racist against?
I wouldn't say racism, but there's definitely extreme patriotism. China conquered earth and even the universe. Renamed it after their country and went on to conquer others. Second simulation MC himself creates the Chinese Empire and goes on to do the same. Definitely the kind of story and author I no longer want to put up with.
I hate blind patriotism.
