This fic is actually much better than you describe it as. Are you sure you read that far enough? The mc was being brainwashed into loyalty by the runes, and was weak because he didn't much time to get stronger. His personality was weak and he made some bad decisions AT THE START. This all changes and he becomes a legit powerhouse. He ends up waging war on the world in later chapters and has so much character development that it's amazing. This fic is definitely a breath of fresh air, and takes a much more realistic approach. (And if this is about the mc being weak, well, he doesn't get any weaker. Only stronger, because with his cheats the only way is up.)
