Konoha is a military dictatorship. Every political position is held by a member of the military, and it frequently engages in extrajudicial repression.

Let us define a Military Dictatorship. A form of government where the leaders of the military govern the state. a dictatorship is one where a leader has total power, and is often obtained by force. We see multiple canon scenarios in the Manga where this is not the case. For example. The council forcing Tsunade's hand regarding Naruto. And the whole of Root, from it's existence to Hiruzen not forcing Danzo to actually remove it. The whole Uchiha Massacre thing. Next let us analyze all of our supposed dictators and how they came to power. The first Hoakge, was originally intented to be Madara, however the Village's population instead selected Hashirama. The second Hokage's promotion was never discussed, but he could have likely been made hokage by his brother or a similar way to Tsunade was. The third, the title was directly passed down by Tobirama during a mission right before his death. The fourth hokage was selected via a council decision, Hiruzen wanted Minato while Danzo and others wanted Orochimaru. This mildly breaks up the Hokage chooses the successors rule in that there was an attempt to challenge it. The Fifth, The fifth was probably the hardest and weirdest hokage to actually get in office. Originally intended for Jiraiya by the pressing of the Konoha council. When Jiraiya refused the Council said that he must, eventually he retrieved Tsunade who took up the title. Sixth, the Sixth Hokage was chosen when Tsunade stepped down and appointed Kakashi. We have a clear line of succession for the most part, similar to how the Five good Emperors were picked. But that's still not a sign that we have a military dictatorship on our hands. I suppose we should start with the root question What is Konoha? Konoha is a village where it's major export is military service. Both to its patron state (The land of fire) and to others outside of the Land of Fire (Tazuna, there are other examples as well especially if you expand into the anime). A group that exports Military service is often called a Mercenary band. And in many ways Konoha is similar to how early Military groups formed in Japan, as it was too expensive to have a standing army. This is true for other places as well. So if anything Konoha is a military group that makes its home in the Land of Fire with a bit of automaty granted to it. although, we can't say for certain how much of the Land of Fire's law extends to Konoha. Next lets look at what the Hokage does. The hokage, well the Hokage kind of leads. From what we see the Hokage's primary duty isn't law making - And ignoring the Paperwork trope - their primary duty is assigning missions, to check the risk vs reward of each mission, decide it's rank and how much to charge for the mission. As well as to decide which personal best fit the task. Immediately after that the Hokage's duty is to Protect Konoha with them being the strongest in the village. This is... kind of difficult... as there is nothing in modern history that really has it's leader as it's protector. Especially because you know, no super powers. However if we go back far enough we can see something like that with various groups. First is the whole vassal knights thing that were designed to fight off the Viking raids on much of Europe. The lesser vassal lords often fought along side their men as part of their duties. A feudal system is a far cry from a dictatorship. Other than that we get some lose tribes and warbands that were lead by a strong charasmatic leader. My main point here is that the Hokage doesn't rule Konoha, they lead it. There is a difference. Hell the only law we ever hear anythng about in Naruto is Hiruzen outlawing any mention of the Nine-tail

A very good analysis ma man :3 And also to add a lot of the politicians of the konoha village council are rich merchants and nobles of the land of fire. They are the patrons and their monetary support is indispensable for the village to operate. And yeah the village is a far cry from a dictatorship.

Yep, the missions are issued based on the price payed by the clients, and vice versa. An example is Narutos first (real) mission involving Tazuna. Tazuna paid the price for a C rank mission, and withheld information that the mission might involve enemy ninja, which would raise the rank as well as the price immediately. Generally they will not issue missions above a ninjas ability unless its during wartime, and even then only in dire situations. Not to mention that even the Hokage has to answer to the Daimyo. The Daimyo (at least as represented in the anime) seem to have no military training or ninja capabilities whatsoever.

Seriously it's like people forget that Kishimoto took the inspiration form Sengoku era. Emperor who owns the land and Samurai clan who governs it's military.
