uses bounty as a measurement of power which isn't how OP works, also their devil fruit doesn't work like a devil fruit works. its more of a plot device to not make them op right away while giving them the strongest fruit they can think of. otherwise its good but those points ruined it for me.

the higher the bounty normally means they have a strong devil fruit or in a majority of cases how malicious their crimes are. using bounty as a point to judge strength is wrong because nost of the time its made higher for weaker ppl that do worse stuff

I think he means 'threat' in terms of combat power, not because you know something 'extremely dangerous' that is only dangerous to the W.G. But the bounty system isn't that of a reliable indicator of a person's strength anyway. It mostly about the level of annoyance you are to the W.G. Sure, a high bounty means 80% of the time that the person is powerful, but there are some individuals that are strong but have a low bounty. Like Boa Hancock (80 million) or Urouge, the Mad Monk (108 million). Some people have more bounty because they cause more damage (kill civilians, etc) others have power but low bounty because they aren't as famous, or keep a low profile - or they are less fleshy than Luffy, who tells the entire world what he is up to.
