Once eliminations were complete, rigorous training would commence, accompanied by the establishment of leaderboards across the kingdom. This process marked the beginning of the arduous journey toward the elite Ten Angel Legions.

Arthur's meticulous planning extended to the final survival and combat training on Enkai Island, a year-long process following the ranking stabilization. During this time, commanders for the ten major legions were appointed, and their respective legion names and insignias were prepared. These new recruits would be known as War Angels, each with their unique logo and standard armor.

However, these preparations were just the beginning, requiring at least a year to align with Arthur's initial vision.

Having addressed these matters, Arthur turned his attention to another critical aspect: intelligence organization. The importance of intelligence in acquiring Devil Fruits and gathering crucial information had long been on Arthur's mind.

Selecting angels for intelligence operations was impractical due to their distinct appearance, making them easily recognizable. Therefore, Arthur considered other races more suitable for this role, as they could blend in more effectively without drawing attention.

Arthur decides that human beings, particularly trustworthy individuals like Jessica, will be responsible for the intelligence organization. However, he faces a dilemma as Enel, another trustworthy human, is preoccupied with his newfound wings, leaving Jessica as the only viable option.

Concerned about Jessica's capability for the role, Arthur hesitates. Additionally, the only other human beings available are pirates turned farmers on the island of angels, raising IQ grass.

While contemplating this issue, Arthur recalls how loyalty is ensured in stories and novels. He realizes that the lure of wealth, such as gold, can be a powerful motivator. This revelation gives him a solution for the intelligence organization: using wealth and incentives to ensure loyalty.

With this plan in mind, Arthur feels relieved. He envisions a stronger kingdom with the intelligence organization's help in acquiring more Devil Fruits and increasing national power.
