The next day

Olvia went to move the ship and look for information as Galan went to a bar.

He sat down at the bar and ordered a Whiskey, sitting next to a large old woman. She drank in silence, as did Galan, however he was listening to conversations around the bar.

He heard about Iceberg getting shot and apparently the culprits were the Straw Hats with Nico Robin being seen at the scene of the crime. The bartender was a big man with his hair styled in horns, the old woman said "Blueno! Another!"

Blueno smiled, "Of course, Kokoro." but he was paying attention to Galan secretly, still traumatized…

Galan was drinking and didn't pay attention to Blueno. He was the Fleet Admiral, naturally people would pay attention to him, most of the bar was talking about him and paying attention.

This is why he didn't like going out with his coat, it was too flashy…

There were two possibilities; One was that the CP9 leader was much stronger than Kalifa and Robin couldn't resist… Or Two, they were holding something over her head. Something that compelled Robin to cooperate rather than resist.

Something that she couldn't beat, something that scared her…

Galan knocked on the bar as a nearly naked man with a blue pompadour walked in, shouting nonsense. Another whiskey was placed in front of Galan as he came to the conclusion immediately.

1 was impossible.

CP9 was in charge of Paradise operations, they didn't even know Haki. The Government was an extremely complicated organism. They had strict rules to prevent sedition. CP9 agents were barred from learning Haki as they operated in a sea that didn't have Haki users. As a result, the team would have a leader that was stronger than the rest to keep them in check, however the gaps in their power wouldn't be too great. Perhaps the leader can instantly kill any of the rest of the team, but he would not be able to take them all at once.

So Robin should be able to beat them systematically if she wanted. She wasn't an idiot, she was an extremely smart girl, Galan made sure she wasn't an idiot over the years. Testing her constantly in addition to monitoring her.

So it could only be option 2.

Galan drank his whiskey as the Blue haired man laughed "Drinks on me! HAHAAHHA!"

The only thing that could possibly be scary enough for Robin would be a Buster Call. Not to mention, her trauma from the one that devastated O'Hara. But this was something she couldn't resist… Galan wouldn't be surprised if she even separated from Luffy's crew in order to force them to leave the island without her.

Perhaps she made some sort of deal with CP9.

From his intelligence, Robin seemed to be quite attached to the crew. Giovanni had given him many little details to confirm this point. Galan knew Robin better than she knew herself, she was this sort of person. A very emotional girl, not cold and heartless as the people believed.

As for the Buster Call, why did Kuzan know that CP9 was on the island? He gave someone the authority to use the Buster Call. Must be so. Otherwise it would be an empty threat.

However, what made Galan upset was the gall of these CP9 scum. Did they even comprehend the consequences of calling in a Buster Call on Water 7? Not to mention all the innocent lives that would be erased.

But the majority of Marine and World Government ships were created and bought at Water 7. It wasn't a trivial thing to erase Water 7 like O'Hara, this was a commercial island, not a residential one like O'Hara!

This would effectively cripple the influx of ships supplied to Marines and World Government.
