[One year later]
As the days passed, Usopp had been at his daily antics for the world to see while running away from the angry villagers who was actually saddened by his plight. The boy's lies and actions had affected all of the people except the rich household, which was at the center of the village. His lies had become even more grand and well depicted, as he put forth stories of ninjas and huge robots controlled by people. He even started to tell stories where existed multiple dimensions, which only extremely strong people could enter.

All the hidden wisdom of an anime watching, binge reader of comics and novels was put into use so that people would think of him as someone who needed help. Usopp needed help as he is an orphan, and his exercise routine was making him a food devouring mini Luffy. He also needed money for his catapult and lead balls for target practice, which he had begun in earnest after he felt a substantial increase in his endurance and muscle power. [He was playing around with the catapult but did not begin training for fatally attacking people or monsters]
"...and when the cyborg thought of self destructing along with the enemy, the bald man who was supposedly dead came out of nowhere and beat the mosquito lady in one hit! I'll end this real event which I witnessed here."
Our protagonist was abusing the hell out the POV outlook that all anime watchers excelled in defining, other than when they were being the antisocial lifeforms they are. His training of becoming a full fledged member of a normal society continued, while remembering that the clock was ticking and when it ends he will be joining the most irregular crew out there, whose members were enough to make Big Mom jealous.

Syrup Village, Northern sea cliff.
Usopp had created a practice area for exercising and target practice. He thankfully retained the genius of Usopp the original and his exceptional father's sniper genes. At the distances less than 80 meters, he had not missed the bulls eye a single time. His perfect record for moving targets reached 40 meters and he could hit 4 out of 5 moving targets in a high speed movement at the same distance.
"Now i can exercise without much exertion when carrying a weight of 50 kilograms on my back, with an additional 5 kg on each arm and 7.5 kg for each leg. "
He said to himself while maneuvering on top of wooden stakes while trying to hit the targets at the same time. There were obstructions on some, while others were targets that he was not supposed to hit, which were mixed in.
The entire exercise tested his endurance, flexibility, balance and decision making at the same time. He then went on practice his strength control while shooting at the same testing the limits of his self created catapult.
He wanted to get some real battle experience, but the only monsters around were the small size seakings moving about in the waters around the islands, or the occasional monster birds which might be even more of disaster when considering their power and speed. Hence his only battles were against flocks of birds, which he killed in large numbers. [Growing children needs the nutrition].
Hence ended the daily dose of increasingly masochistic training of Usopp. He was currently strong as a newbie bounty hunter, and take down officer level members of the weakest pirate crew in East blue. This was because he had zero battle experience, or he would be strong enough to defeat a 1 million belly bounty bandit.
Usopp mainly made money from his mass murder of migratory birds and small animals in the woods. When he is not driving the animal and bird life into extinction, he did small jobs for the woodcutter and the blacksmith while keeping his cool and persevering through their long lectures of how a true man should be.
"You tell me the meaning of a 'true man' when your life is in danger. You'll run away at the same time as me, though not as fast. Heh."
Unknown to himself, his Usopp boasting style was slowly taking shape.

"...And he finally had a little bit control over his power to summon a toad. But because he was who he was, he summoned THE toad. I'll tell you guys the part where he held on to his life for an entire evening on top of a toad who was as big as a multi story building tomorrow."
Said Usopp while he walked away with the tip money he got from the drunk villagers for telling an epic story, although he had insisted that they were events he had witnessed himself.
" I can barely hold myself together with this amount of money. I need to sell some stuff i made soon so that i can continue research the special bullets."
Even the boy who earned the most in the village bar a few could not keep up his spending for food and research. Oh how he wishes to accelerate time so that he could end his ridiculous situation where he could not sell things because he wasn't taken seriously for his age.
