Super nerf of Percy's powers but all the drawbacks. Pretty disappointing to read... No strong body, battle sense is useless in large battles for some reason... No storm or earth shaker powers. Also a maximum control of up to 10,000 gallons of water? That's like a small swimming pool which is pointless in any battle/war...

There is no other demigod for him to fight against if he got full power of Percy. At least use some sense before typing whatever came into mind. I'm not into fiction where he conquered whole world at age of five because he got all powers of Percy.
That doesn't change the fact that he has all the drawbacks and no real advantage outside 1v1s
You would have given him a gifted mind, a decent healing factor, prodigious talent in general and hydrokinesis at the lowest alpha level. You have complicated your life unnecessarily, with everything mentioned above, it would have been perfectly balanced, as everything should be.
