You interpreted this right, right now, Viserys isn't seeing Velaryon dragon as a threat because of Daemon on his side. Meleys and Rhaenys might be formidable, but Caraxes's ferocity and Daemon's unpredictability counter them perfectly. So until Laena claims the largest dragon of that time, Viserys is happy to let things be, and not to mention Rhaenyra will claim Syrax soon this year.
You underestimate the power and authority of the King, not your fault, as most people do the same. Jaehaerys had a tight leash on who could approach the dragons and who could not. Viserys has the same authority and men stationed at the Dragonpit and Dragonmont. If he doesn't want Gaemon to tame the dragon now, there is little Daemon and Gaemon could do except go before behemoths that are out of control of Viserys, like Vhagar.

Sorry to say, but I haven't decided on either of them. Since he is a child right now so love interest should be the last thing on my mind. About the dragon, I don't think even Viserys would want to give Daemon more power by giving his son a dragon, at least not until Laena saddles on Vhagar. What do you think?
