To be fair, Tobirama meant for his appointments for the Uchiha to be signs of trust to improve their relationship with the village and to show them that he values them. The Uchiha took it the wrong way due to their massive egos. The way Tobirama saw it was that he was entrusting the Uchiha with policing the entire shinobi force, including the Senju, as well as keeping the shinobi prisoners, protecting the most vulnerable area of the village, and defending everyone's families while the main ninja force was away from the village. From his perspective, he was showing them complete trust. From their perspective, they were being pushed aside and left behind. To their credit, they did do their duty despite their feelings and misconceptions about it.
