I read a few boring chapters before i had to let go. It has some merits in terms of writing, but none of them is enough to compensate for the bad parts or justify my time. I am sure that there will probably be many readers that like this. People will have to try to know, but i certainly cannot recommend it in any way.

boring chapter are mean to lower your excitement before bring it back up at a later point! You cant keep getting high on event all the time and get used to it. It like climbing up a mountain at certain point you need to go down before being able to climb the next one.
I think you m mixing the ability of a good author to manipulate the tempo of a story with the ability of a poor author to create boring chapters. Might it be that to you a calm chapter is the same as a boring one? If the author has made a good job of making me care about the story, i won't matter very much if there is so called action or not.
