Ok, I think I see the issue here. You mentioned what Gods would be called at different tiers. As in you're taking those levels such as National God to be the point for them progressing to the next tier. As mentioned in the chapters. At Tier 2 he would be considered a National God. Meaning he had achieved the necessary power and following to reach this level. You have to remember that followers is not the only thing that makes him stronger. And I did mention that before Tier 2 the effect they could really have on the world would be minimal. So you can expect more interaction with mortals from that point on. So I have already made that point clear in the chapters. That's not to say that he won't have anything to do with the mortal realms until that point and I'll certainly consider doing more chapters that have him in the mortal realms and affecting them.
