After both Maki and Momo left, Izuku spent some time with Kaina, before he went to Hawk's office.
He decided to go to Kyushu via train, to look around the city and the countryside.
Soon he stepped off the train in Kyushu, his heart racing with a sense of thrill. Izuku knew Hawks was Kaina's replacement and that's the only reason why he chose Hawks, as through him he can meet the Hero Public Safety Commission without much issues.
As he approached the agency, Izuku was greeted by Hawks himself, who was leaning casually against the entrance.
"Hey there, Toji! Glad you could make it," Hawks said with a grin.
"Thank you for inviting me, Hawks. It's an honor to be here," Izuku replied, bowing respectfully.
"Come on in," Hawks said, leading Izuku inside. The agency was busy, with heroes and staff moving quickly to handle their tasks. Hawks guided Izuku to a quieter area where they could talk.
"So, how was your trip?" Hawks asked as they settled into a small meeting room.
"It was great, thank you. I'm excited to be here," Izuku answered, his eyes shining with fake enthusiasm.
Hawks smiled. "I'm glad to hear that. We have a lot to discuss. But first, there's something important I need to tell you."
Izuku leaned forward, curious.
"The Hero Public Safety Commission wants to meet you," Hawks said, observing Izuku's reaction.
Izuku's eyes widened, and a smile spread across his face. "Really? That's amazing!" he exclaimed. Although his face had a happy smile, in reality, it was a devilish smile.

In a sleek, modern conference room, members of the Hero Public Safety Commission were gathered around a large screen, watching footage of the UA High's sports festival. They had been closely monitoring Toji's performance, taking note of his impressive abilities and potential.
"Look at him go," one member said, pointing at the screen where Toji was skillfully maneuvering through an obstacle course. "He's got the talent and the drive. We could really use someone like him."
"Agreed," another member responded. "With the right training, he could be a valuable tool for calming the public and neutralizing threats, and people who are a threat to us. His quirk is powerful, and he's shown he can handle high-pressure situations."
"Reminds me of Kaina," a third member added. "She was perfect for this role, but after her betrayal... we need a replacement. Toji could fit that bill."
"Exactly," the first member said, nodding. "Kaina was efficient, but we need someone new to take her place, someone who doesn't question us like Kaina did. Toji has the potential to fill that gap."
They watched as Toji finished the course, crossing the finish line with a triumphant smile. The room was silent for a moment, each member lost in thought.
"Let's make this happen," the second member said finally. "We need Hawks to deliver the message."
The first member picked up the phone and dialed Hawks' number. After a few rings, Hawks answered.
"Hawks here," came the voice on the other end.
"Hawks, this is the Hero Public Safety Commission. We need you to invite Toji for the Hero internship under you and deliver a message to him. We want to see him," the first member said, his tone brisk and businesslike.
Hawks paused for a moment. "Got it. Anything specific I should tell him?"
"Just let him know we're interested in discussing his future," the first member replied. "Make it clear that it's important. We see potential in him."
"Understood," Hawks said. "I'll let him know right away."
"Good. We're counting on you, Hawks," the first member said before hanging up.
As the call ended, the members of the commission turned their attention back to the screen, watching as Toji interacted with his fellow students, completely unaware of the discussions taking place about his future.
"We'll mold him into what we need," the second member said with a satisfied smile. "He'll be a good replacement for Kaina."
"He's just a tool," the third member agreed. "As long as he serves our purpose, that's all that matters."
As Hawks ended the call, he couldn't help but feel a pang of concern. He knew how the commission operated and hoped that Toji would be able to handle what was coming his way. But for now, all he could do was prepare him for the meeting and hope for the best.
(Flashback No Jutsu Ends)
His plan worked, Izuku knew very well how Kaina was recruited by HPSC, and with the chaos around he knew that they lacked personnel and with how Izuku performed, they would be eager to recruit him.
So he made the sports festival as flashy as possible, so Hawks would recruit him, and through whom he could get his hands on HPSC as he thought, 'How convenient!'
Hawks who couldn't catch Izuku's fake excitement said, "Yeah, they're interested in talking to you about your powers and have some plans for your future," Hawks explained. "It's a big deal, so I wanted to make sure you were prepared."
"I appreciate that, Hawks san. This is a great opportunity," Izuku said, feeling a mix of excitement on the surface and bloodlust on the inside.
"Don't think too much about it, kid. You're doing great, and they just want to see that for themselves and suggest some ways for you to become an even better hero," Hawks reassured him. "For now, let's focus on settling down and doing some training and see what you've got."
Izuku nodded eagerly. "I'm ready!"
"Great, let's start with a tour of the place," Hawks said, leading Izuku through the building.
Generally, he would have told his assistant to give Toji a tour of the agency, but since HPSC decided to show interest in him, he decided to give him a tour himself.
They walked through spacious hallways lined with posters of Hawks in action, along with other heroes who worked under his guidance.
The atmosphere was professional yet relaxed, a reflection of Hawks' personality.
"This is the main operations room," Hawks explained as they entered a large room filled with monitors and communication equipment.
"We coordinate missions and keep an eye on the city's activity from here."
Izuku marveled at the high-tech setup and the efficiency of the staff working there, as he thought about how should he cause chaos to such a high-tech and efficient staff, but he thought, 'Let's wait for now, as dealing with HPSC takes priority,'
Next, Hawks took him to the training area, a vast space equipped with various training equipment and obstacle courses.
Several recruits were training, practicing combat techniques, and working on their quirks.
"This is where you'll be spending a lot of time," Hawks said with a grin. "We'll push your limits and help you refine your skills."
They continued the tour, passing by a few more rooms, including the cafeteria and the relaxation lounge. Finally, Hawks led Izuku to a quieter hallway lined with doors.
"And this is where you'll be staying," Hawks said, opening one of the doors to reveal a cozy, well-furnished room. "It's not much, but it should be comfortable."
Izuku stepped inside and looked around. The room had a bed, a desk, a small wardrobe, and a window with a view of the city. It was simple but perfect for his needs.
"Thank you, Hawks san. This is great," Izuku said, placing his bag on the bed.
"Settle in, and once you're ready, meet me back in the training area," Hawks said. "We've got a lot to cover."
Izuku nodded, feeling a mix of excitement and determination. "I'll be there soon!"
As Hawks left, Izuku took a moment to silence his surroundings. Once confirmed that the room was soundproof, he started placing bugs and cameras in the room, to make sure that no one entered his room in his absence, and find out if someone did.
All the while he was talking to Kaina about all the things that happened till now, and listening to HPSC invited him to meet, Kaina was reminded of her past, how she was recruited by HPSC, and had a bitter look on her face.
Izuku reminds her what he's here for how it's so good for them, and how they invited their own death, which brought a smile to her face, as they talked for some more time before he went out.
Once the talk was done, and Kaina felt really happy, Izuku headed back to the training area, eager to start his training with Hawks.
They headed to the training area, where Hawks demonstrated a few techniques and strategies.
Izuku absorbed everything like a sponge, determined to make the most of this chance, and started analyzing Hawk's fighting style up close, to create countermeasures against him, Izuku was getting a lot of intel, seeing Hawks perform which satisfied Izuku a lot.
As the day went on, they practiced together, with Hawks offering tips and feedback. Izuku felt more confident with each passing moment, grateful for the guidance and support, however not for the tips Hawks was giving, but the intel he had given about himself, his agency as well as his fighting style, which made it very easy for him to find his weakness.
Hawks are typically useless if something happens to his wings, where he loses all of his flight ability till the new wings grow, which would take quite a while and leave him nothing more than a physically trained human, whom any of his girls can easily overpower.
By the end of the session, both heroes were sweating but smiling.
"Great job today, Izuku. You've got a lot of potential," Hawks said, clapping him on the shoulder.
"Thank you, Hawks. I've learned so much," Izuku replied, with a sinister smile that went unnoticed by Hawks.
"Get some rest tonight. Tomorrow, we'll prepare for your meeting with the Commission," Hawks advised.
