Zai
The People's Citadel was a massive structure that housed the majority of executive governmental functions. And, it turned out, the Executive of Siveron's government.
Zai was escorted to a conference room with a ridiculously large table. She was about to sit on one end, which had a phone, when she was instead ushered towards the other end, which had a rather ornate chair at its head.
She was not allowed to sit in that chair, but instead seated next to it while Artyom left on some business.
Ten minutes later, just long enough for Zai to start getting bored, the door opened and several agents walked in, taking their posts in the corners of the room before a familiar woman walked into the room, causing Zai to stand.
It was the Minister of the Siveron Federation, and the Democratic Internationale, Judite Butler.
