I don't know why a power skill in a game would have such long cool downs if they did in the current games no one would use them I don't know what games you play but mmorpgs and then game the rules for mmorpgs are based on D&D even skills and moves that have long cool downs just need long or short rest which is at most 1 day

Author math doesn't work that way 99.1 100=199.1 always not 199 not 198 to make sure that the order of the equation doesn't mess with peoples ability to do math 100 99.1=199.1 if after spending the OP MC had 99.1 mx mana and has a pot that will give him 100 mana after drinking then that equals 199.1 usable mana with the pot not 198.
