Ota Ward, also known as the 11th district, was once a relatively stable area.
However, stability has faded and chaos reigns, with daily reports of disappearances and murders spreading fear among the populace.
This has drawn the attention and investigation of the CCG.
The CCG, or Commission of Counter Ghoul, is a government-affiliated national organization.
Its mandate is to investigate ghoul-related incidents worldwide and also provide shelter for orphans whose parents have been killed by ghouls.
In short, it's an agency dedicated to exterminating ghouls.
With many ghoul investigators on the front lines battling ghouls, the casualty rate is high, especially among new recruits.
At this moment, Abel was unaware of his whereabouts and was about to step outside to look around when he heard a coquettish voice from behind.
"What a handsome young man, would you spend the night with me~?"
As expected, being dumped in such a place never boded well!
Abel turned around to size up the woman before him - voluptuous, affluent, and generous - her eyes captivating as if charged with electric allure.
The woman, seemingly enchanted, quickly pressed her entire body against his chest and whispered in a seductive tone, "Shall we go to my place or yours?"
Abel glanced around and wrapped his arms around her waist to prevent her escape, "I think right here is fine."
"I can't, what if someone sees us? How can I face people then? Waaah~"

With no one in sight, the woman drooling over Abel's chest was not merely an expression - her mouth was watering as though she hadn't eaten meat for days on end.
"No, I want it to be right here. If you're not willing, forget it."
"You really are a thorn in my side, fine... let's do this."
Pretending to be bashful, the woman raised her head seeking a kiss.
But when she received no response and found her breathing growing more difficult, bones cracking under the strain.
"You... let go of me."
"Let go? Why? We've only just started. Here I come~"
Abel tightened his grip, a signature move of a strong man: The Embrace and Crush!
Unable to withstand it from the start, the woman promptly revealed her true nature. Two blade-like wings emerged from her shoulders, thrusting towards Abel's head.
It was already too late for her to fight back.
Crack!
The woman's body contorted into an odd shape, bones shattered, organs burst, eyes bulging, and blood pouring from all orifices as she died.
Her blade-like wings drooped helplessly, not even grazing Abel.
Abel checked himself to ensure not a drop of blood had stained him, and only then did he nod in satisfaction and walk away.
Yet, he soon returned. After asking a passerby, he confirmed this was indeed the 11th district; there was no need for him to leave.
First, he disposed of the woman's corpse in a dumpster, then found the partially eaten body of a man at the end of the alley.
This man must have been the unfortunate victim targeted by the female ghoul before.
Due to Abel's sudden appearance in the alley, the other party first put down the food that they already had in hand and came over to check out the situation.
As a result, that glance cost them their life.
"Hey buddy, I guess I sort of avenged you in a roundabout way. Do me a favor tonight, and tomorrow I'll figure out a way to send you home for a proper burial, okay?"
"Alright, your silence means you agree."
Abel dragged the body out and placed it in a spot that was relatively visible yet would not attract the attention of ordinary people.
Then, he concealed himself in a dark corner, using his dark powers to erase his presence, as if he never existed.
Ghouls are usually sensitive to the scent of flesh and blood, and it didn't take long for a hip-hop youth to be lured in.
After looking around and confirming the body was 'unclaimed,' he swaggered in.
"Ha, what luck, no idea who left this behind, but it's still fresh."
He set aside his skateboard and eagerly bent down to feast, unaware that another figure was already standing quietly behind him.
Thump!
A head rolled to the ground, its eyes still filled with the excitement of the meal before.
To be sure, Abel, holding an ice blade, dismembered the creature completely.
Some of the ghoul's blood flowed into the corpse on the ground, enriching the 'fragrance' permeating the air.
Soon, there was one more dismembered body in the trash bin.
Abel continued to hide in the darkness, waiting for his prey.
He wasn't sure how effective his method was, but since it was only the first night, he figured the more he could kill, the better.
It became apparent that his luck was good when new ghouls arrived every so often.
Some were lone wolves, others came in small groups of two or three.
In the end, all of them ended up killed, dismembered, and thrown into the trash bin without exception.
Just when Abel thought this strategy was promising, whether by coincidence or because the other ghouls grew cautious, a scared civilian stumbled in and upon seeing the bodies, screamed and ran off.
Not long after, the sound of police sirens could be heard nearby.
Abel had no choice but to scale the wall and leave.
With the police getting involved and identifying the first victim, his family would be notified, saving Abel some trouble.
But was it really a coincidence?
Abel didn't think so; it felt more like a ghoul had sensed something was off and deliberately lured an ordinary person to scout ahead.
These creatures weren't all that dumb, after all.
Acknowledging their intelligence, Abel resolved to think of a more efficient method.
The police arrived quickly, cordoned off the area, and discovered a large number of bodies in the nearby trash bin, prompting them to immediately notify the CCG.
When CCG investigators arrived at the scene, they too were surprised.
The partly-eaten corpse on the ground was clearly the 'bait,' but what exactly happened that led to so many dismembered ghoul bodies, all disposed of in the trash bin?
While reconstructing the scene, one of the investigators hesitated before suggesting, "Could it be someone was using this human corpse as bait for some sort of sting operation?"
"Ah? You mean there's someone on our side hunting ghouls?!"
