As the sky's ruler and sole deity, Arthur's ambition aspired to the strongest of overlords. With knowledge of his path ahead, he was destined for greatness. --------------------

High up in the sky island, ten islands just below the Island of Gods have already been developed with training areas and small single-family homes for rest.

Since each legion counts every member, there are only 113 people in total. Even so, the base, which covers an area of four square kilometers, is already very large.

Each legion's base has its own unique style and symbol.

For example, a pair of wings glowing with golden light, protecting a specific shape, represents the Glorious Legion.

A pair of folded, ice-blue wings about to open, with ice bows and arrows in the center, symbolizes the Ice Legion.

A heavy shield with metal wings, a vine on the shield, and images of four islands—Apayado, the two-layer cloud island, and the Island of Gods—represent the Kong Army.

A four-pointed star representing energy, with a pair of sci-fi-like mechanical wings behind it, is the symbol of the Super God Legion.

A pair of wings carrying an island through the sky represents the Kamui Army.

A pair of large, sharp wings trailing a streamer in a fast-flight formation is the emblem of the Streamer Army.

A sword in the middle, with a balance on it and wings flashing with lightning in the back, is the emblem of the Thunder Legion.

Two swords in the middle, with a pair of flaming wings behind them, are the symbol of the Flame Legion.

A cloud of mist in the center, with faintly visible glowing wings, is the emblem of the Void Air Force Regiment.

The last one is a wing over one eye, and unless you look closely, you can only see the black wings. This represents the Shadow Stream Legion.

Arthur personally designed and oversaw the creation of the logos for all ten legions when they returned.

Additionally, there are nine different styles of armor for the legions, each featuring their specific emblem.

Arthur, after reviewing all ten legions, was preparing to distribute the four Devil Fruits he had obtained through various channels to the most suitable candidates. He instructed the deputy commanders to take their respective legions to their prepared bases.

The deputy commanders gathered their members and flew to their bases.

In the Calm Belt, under extreme conditions, they had barely slept well.

Now, returning home, they found their land had advanced to another level, and the changes were so massive that even Titus, one of the members, was deeply moved.

After returning, they roamed around the sixty islands.

They even encountered Nolan, living on the Boeing Islands, who couldn't stop eating.

Arthur, helpless with the ever-hungry Nolan, had to make sure enough food was delivered daily to the Boeing Islands, or else the entire island might be eaten up.

The ten legions left under the deputy commanders' leadership, while Arthur took the ten legion commanders to the Navy headquarters located on the third layer of the island cloud.

Previously, Arthur hadn't given them the Devil Fruits to avoid distractions and to make sure they focused on their current tasks.

Once their evolution was complete, they could then eat the Devil Fruits and concentrate on developing their abilities, minimizing the chances of failure.

When they arrived at the Navy conference hall, Jessica was already waiting.

On the long table were four boxes.

Seeing these boxes, except for Urouge and Enel, who had already eaten Devil Fruits, everyone else couldn't help but swallow nervously, while some felt disappointed, knowing that only four people would be getting fruits today.

Once everyone was seated, Arthur spoke, "This time, we only found four Devil Fruits. The others were just ordinary devil fruits, which don't meet my standards or fit your roles."

"But don't worry. While four of you will have to wait, I've already got suitable fruits in mind for you. It'll just take a little time."

Except for the two who had already eaten Devil Fruits, everyone nodded in understanding.

Arthur then opened the four boxes one by one, revealing four Devil Fruits with unique, strange patterns.

"Naz, you're in luck! Thanks to some dealings I had with Doflamingo, I managed to trade for this fruit, which fits you perfectly!" Arthur pushed the box toward Naz.

Just as Naz was wondering if one of the fruits was meant for him, he was shocked to hear his name.

After confirming it, Naz was surprised and a bit in disbelief. "God, what kind of fruit is this...?"

"You'll know once you eat it. This fruit is perfect for you," Arthur said, interrupting Naz before he could ask further.

Naz bit into the fruit, his face contorting in pain as he fought the urge to spit it out.

Gulping it down with great difficulty, Naz retched, "That's awful!"

Breathing heavily, he grabbed a glass of water and started drinking.

Urouge and Enel exchanged glances and chuckled, remembering how terrible their own Devil Fruits had tasted—something they would never forget.

After finally swallowing the fruit and taking a few sips of water, Naz began to feel a change in his body. A sense of realization washed over him, and suddenly, he understood his new ability and how to use it.

Naz, after eating his Quick-Quick Fruit, zipped around the room at incredible speeds, leaving an afterimage in his wake. But due to his inexperience with the fruit's power, he clumsily crashed into several tables and chairs. Despite his mistake, Naz laughed it off, scratching the back of his head. "Oops! My bad! But this Quick-Quick Fruit really suits me!"

Arthur smiled and instructed him, "Save your practice for later. Once you return to the base, make sure to train hard."

Naz, still excited, nodded obediently and sat down, eager to see who else would gain Devil Fruit powers.

Next up was Weber, who received a fruit Arthur assured was perfect for him. Weber, being a straightforward man, took the fruit without hesitation. He bit into it, his face twitching in disgust, but he remained composed and swallowed it.

Suddenly, arcs of electricity began crackling around Weber's arm. "Electric shock fruit?" he muttered, marveling at the ability. "This fruit lets me control electric current. It's perfect for me!"

His comrades stared in astonishment, puzzled because thunder and lightning were normally considered the domain of gods, particularly Arthur, who wielded the Logia Thunder-Thunder Fruit(Goro Goro no Mi). Sensing their confusion, Weber explained, "Arthur's fruit controls the atmosphere's thunder and can make him elemental.

My devil fruit, on the other hand, lets me control electricity within my body. I can't control external lightning or become lightning itself, but I can still issue powerful electric attacks."

Arthur confirmed, "Weber's right. While his fruit has a lower limit compared to the Thunder-Thunder Fruit(Goro Goro no Mi), if developed to its full potential, it's still incredibly powerful."

Weber was thrilled, knowing his electric abilities now extended beyond what he could previously do. The others, especially Raphael, eyed Weber and Naz enviously. Raphael, in particular, remembered reading about the rising pirate Portgas D. Ace and his devil fruit Mera-Mera no Mi, which filled him with jealousy. He wished he could gain such powers for himself.

Arthur then gave the next fruit to Yama. Her icy demeanor matched the fruit's power well. She ate it silently, barely reacting to the awful taste. As she finished, the air around her became noticeably colder, and frost began forming. "Frozen fruit," she murmured, smiling. "This fruit is perfect for me."

Arthur explained, "Yes, it's the Paramecia counterpart to the Logia Frozen-Frozen Fruit. While it can't make you elemental like Admiral Aokiji's power, once fully developed, it'll be almost as formidable."

Finally, the last fruit went to Raki. After eating it, Raki marveled at its power. "Arthur, this fruit feels nearly as strong as a Logia!"

Arthur nodded and explained how he had personally acquired it. "This fruit was hidden by a noble family in the South Blue. After hearing rumors about it, I took it upon myself to retrieve it, eliminating all who knew of its existence."

The others could only look on, knowing their time would come soon. Arthur reassured them, "Be patient. Within three years, I'll ensure each of you gets a fruit that matches your abilities."

This promise instilled hope among the remaining members, who awaited their turn to harness the power of a Devil Fruit.

Raki gasped in surprise, covering her mouth as she looked at Arthur. "Huh?"

Arthur chuckled softly and tapped her forehead. "This fruit is too important, Raki. I had to take drastic measures to secure it. Although it's a devil fruit, it's a special kind, on par with the Shining Fruit in terms of power."

He smiled and urged her, "Go ahead, try your new power."

Raki hesitated for a moment but then closed her eyes to focus. As Arthur stepped back, he suddenly poked her forehead. **Pierce!**

The room fell silent as everyone watched in disbelief. A shining hole appeared in Raki's forehead, as if Arthur's finger had pierced right through her. The others gasped and stood up, eyes wide in shock.

"Is that... a Logia ability?" someone muttered, still stunned.

Arthur shook his head. "No, this is a special Paramecia fruit. It behaves similarly to Logia but isn't one. Its potential rivals that of the Marine Admiral Kizaru's Pika Pika no Mi Fruit. It's practically another version of it!"

Raki, her forehead now fully healed, walked calmly to the window. Raising her hand, she pointed her fingers outward. **Biu!** A laser beam shot from her fingers, disappearing into the distance, the very same technique used by Admiral Kizaru.

Arthur nodded approvingly. "Raki, this fruit is incredibly powerful. With your natural talent and evolution, you've become an elite powerhouse. Before, you might have only reached the level of a lieutenant, maybe a quasi-admiral at best. But now, with this fruit, you can rise to the level of an Admiral."

He looked at her seriously. "You might not be as strong as the current Marine Admirals, but you'll still be one of the strongest individuals in the world."

Arthur had hesitated about giving Raki this fruit, knowing its incredible potential. But he had faith that under his guidance, Raki would master it, making the most out of its abilities.

Now that the four fruits had been distributed, the remaining four people felt a mix of relief and disappointment. They understood why the fruits had gone to their comrades, knowing they were the most suitable choices.

Arthur addressed them all with a serious tone, "Take the next few days to rest. You've all spent almost two years training on those extreme islands, and your bodies need time to recover. For those of you who ate the fruits, don't rush into development just yet. Reflect on your powers, think about how to best use them. If you have any questions, I'm here to guide you."

After dismissing the group, Arthur took Raki aside, a thoughtful look in his eyes. There was no time for sentimentality or distractions now. He had grand plans to announce the rise of the Angel Empire to the world, creating a dreamlike tourist attraction for those willing to spend their fortunes.

And for this plan to succeed, Arthur would need help from Doflamingo. After all, Morgans—the world's top newspaperman—didn't know him yet.
