Olvia went to move the ship and look for information as Galan went to a bar.

He sat down at the bar and ordered a Whiskey, sitting next to a large old woman. She drank in silence, as did Galan, however he was listening to conversations around the bar.

He heard about Iceberg getting shot and apparently the culprits were the Straw Hats with Nico Robin being seen at the scene of the crime. The bartender was a big man with his hair styled in horns, the old woman said "Blueno! Another!"

Blueno smiled, "Of course, Kokoro." but he was paying attention to Galan secretly, still traumatized…

Galan was drinking and didn't pay attention to Blueno. He was the Fleet Admiral, naturally people would pay attention to him, most of the bar was talking about him and paying attention.

This is why he didn't like going out with his coat, it was too flashy…

However, this Blueno guy was paying extra close attention to him… Giving him weird looks. Galan drank his whiskey silently, his mind categorizing information quickly. The Straw Hats attacking Iceberg was nonsense.

CP9 framing them was the correct answer to who shot Iceberg.

As for Nico Robin being seen at the scene of the crime. Galan didn't doubt it. Just the fact that Iceberg lived was probably because she shot him.

The truly puzzling fact was why she went to CP9 in the first place. Robin was much stronger than them. Galan knew this for a fact because of Olvia. Yesterday she didn't touch Kalifa for no reason…

The information he received from Olvia was that Kalifa's muscles were extremely well developed, her leg muscles the same, however they weren't stronger than hers. Robin might only know the basics of Haki from all these years and a few of the 6 powers but it was completely unreasonable to say that CP9 was stronger than her based on Kalifa's condition.

There were two possibilities; One was that the CP9 leader was much stronger than Kalifa and Robin couldn't resist… Or Two, they were holding something over her head. Something that compelled Robin to cooperate rather than resist.

Something that she couldn't beat, something that scared her…

Galan knocked on the bar as a nearly naked man with a blue pompadour walked in, shouting nonsense. Another whiskey was placed in front of Galan as he came to the conclusion immediately.

1 was impossible.

CP9 was in charge of Paradise operations, they didn't even know Haki. The Government was an extremely complicated organism. They had strict rules to prevent sedition. CP9 agents were barred from learning Haki as they operated in a sea that didn't have Haki users. As a result, the team would have a leader that was stronger than the rest to keep them in check, however the gaps in their power wouldn't be too great. Perhaps the leader can instantly kill any of the rest of the team, but he would not be able to take them all at once.

So Robin should be able to beat them systematically if she wanted. She wasn't an idiot, she was an extremely smart girl, Galan made sure she wasn't an idiot over the years. Testing her constantly in addition to monitoring her.

So it could only be option 2.

Galan drank his whiskey as the Blue haired man laughed "Drinks on me! HAHAAHHA!"

The only thing that could possibly be scary enough for Robin would be a Buster Call. Not to mention, her trauma from the one that devastated O'Hara. But this was something she couldn't resist… Galan wouldn't be surprised if she even separated from Luffy's crew in order to force them to leave the island without her.

Perhaps she made some sort of deal with CP9.

From his intelligence, Robin seemed to be quite attached to the crew. Giovanni had given him many little details to confirm this point. Galan knew Robin better than she knew herself, she was this sort of person. A very emotional girl, not cold and heartless as the people believed.

As for the Buster Call, why did Kuzan know that CP9 was on the island? He gave someone the authority to use the Buster Call. Must be so. Otherwise it would be an empty threat.

However, what made Galan upset was the gall of these CP9 scum. Did they even comprehend the consequences of calling in a Buster Call on Water 7? Not to mention all the innocent lives that would be erased.

But the majority of Marine and World Government ships were created and bought at Water 7. It wasn't a trivial thing to erase Water 7 like O'Hara, this was a commercial island, not a residential one like O'Hara!

This would effectively cripple the influx of ships supplied to Marines and World Government.

It was unimaginable that someone would allow a Buster Call here.

Galan needed to have a serious talk with Kuzan. This wasn't a joke. He looked up at Blueno, who was looking at him strangely, before ordering another drink. Since this naked idiot was paying, he could drink more.

Blueno handed him another as the man's name was revealed to Galan, Franky. Galan cast a cursory glance at him before going back to his drink. He can confirm that Blueno was a member of CP9 in addition to Kalifa.

How many there were, Galan didn't know. The Foremen at Galley-La were all trained well in fitness, it was impossible to tell which ones were stronger without touching them.

However, Blueno had been looking at him more than usual. And it wasn't with awe and wonder, or disgust and fear, like the rest. It was a strange look, jealous, annoyed, and a few other emotions.

Galan drank his whiskey and closed his eyes, so this one was the one listening in on them last night. Ordered by the Government to monitor him and Olvia… But what were they after… There had to be a reason that they were here.

Authority to use a Buster Call, CP9 infiltration for more than a few days judging on the familiarity, high positions in Galley-La, close to Iceberg…

Franky smashed the bar and left in a puff of anger as Galan thought about it. From what he knew Tom had two apprentices, one of them died supposedly, the other was Iceberg. If the CP9 agents were in Galley-La, they were after something Iceberg had or Iceberg himself.

However if they wanted Iceberg, they could've grabbed him at any time. It doesn't make sense to be familiar with all these people and foremen… And, unless Iceberg was an idiot, Kalifa wouldn't be his secretary without time…

He opened his eyes and thought like an agent.

Persecution for Tom's crimes? Don't make me laugh, would I need to wait so long?

Iceberg has something I need. Tom invented the seatrain, he gave us the blueprints, it's nothing to make it again… We need Nico Robin for this mission…

He drank from his glass and rolled the whiskey on his tongue with his eyes closed.

Nico Robin is the only one left alive who can read Poneglyphs… Poneglyphs hold ancient knowledge… Iceberg has some ancient knowledge we need and Robin can read it for us.

This is an important task that only CP9 can do. CP0 is busy in the New World… Something that can cement the Government's position…

We will silence the entirety of Water 7 to keep this secret… Even at the cost of severe losses. A Buster Call is nothing compared to this.

He opened his eyes, so that's it.
