In the remains of the moon, all the scientists are conducting their own research at their chosen sites. 

Most of their daily tasks are managed by the robots originally found in these lunar ruins. 

The robots recognized Arthur as their master after he restarted them with his electric shock. However, their fighting ability is very low, and although they are intelligent beings that understand human emotions, they feel they are of little use. They seem ruined and inhumane. After all, they are emotional beings.

Even Arthur wouldn't kill animals without reason. These intelligent robots with feelings are not easy to destroy, so they are left here to assist the various scientists.

Initially, around 500 of these robots were discovered, not including Lieutenant Spacey and his fellow soldiers. 

Each of these robots is roughly divided into groups of five: two handle daily tasks, while three serve as small helpers for experiments. They are very useful, and many are still operational. 

This time, the second group is studying the lunar ruins, the ruins of the technology island, and the research materials from Vegapunk, along with the projects Arthur proposed. 

Arthur entered the facility without disturbing anyone. Instead, he wandered around the laboratories, inspecting them. 

It wasn't until mealtime had passed that the scientists noticed there was an extra person today.

"Uh... God." The team leader of the second group came to the room where Arthur was and greeted him respectfully.

Having worked with Arthur for several years, the team members had become increasingly absorbed in their research.

"Yeah," Arthur replied with a nod, raising his chin to signal the team leader to sit down.

"I asked you to study several technologies that need to be developed. How is that going?" 

As soon as the team leader heard this, he focused and said, "God, we have basically solved the mobile phone you mentioned. We are now preparing the final inspection procedure to see if it can be used."

"Oh?" Arthur's eyes lit up. He had always wanted to bring a phone to the Pirate World. It's a highly profitable industry, especially since it doesn't exist here yet.

"Three tests. The first will involve dropping satellites on the barracks island and establishing communication here. The second will drop satellites on the moon, and we will communicate from the other side of the moon. The third test will connect us to Sky Island."

"If the phone can be used effectively in all three tests, we can begin official production. If it fails, we can learn from the experience and quickly address any shortcomings."

Arthur listened, nodding. This was clear: three tests would determine if this technology could be put into use.

Even if there are failures, technical issues can be fixed quickly.

"Very good!" Arthur praised. "However, the various islands of the Red Ring Star have unstable weather, and the magnetic field changes are complex."

"So, we need a fourth test to evaluate communication across the ten islands of the Red Ring Star, from far to near. We must ensure every link is perfect!"

"Yes! God," the team leader replied seriously.

The idea of a mobile phone amazed him. 

With just a phone, you could talk to anyone who knows their number, even via video. 

If Arthur hadn't instructed him to create such a device, he would have never believed it could be so magical.

"Aside from mobile phones, the cameras and projectors you mentioned are not difficult technologically, and they have now been fully produced. Their clarity meets your expectations."

Currently, he knew of only three scientists in the One Piece world: Vegapunk, known as the world's number one scientist; the Logia Gasu Gasu no Mi Fruit user, Guy Sa, who aimed to compete for that title; and the leader of the Vinsmoke family, Vinsmoke Judge.

But these three wouldn't be easy to deal with. Vegapunk was out of the question; Arthur had no idea where he was now.

And Guy? Arthur had no clue about his whereabouts either.

He might have been hidden away by Doflamingo; that seemed the most likely scenario. It's also possible that Guy was back at Punk Hazard, assisting Doflamingo with research on artificial Devil Fruits.

As for Vinsmoke Judge, there was no need to think twice. Judge was highly ambitious, and it was impossible to count on him to work sincerely for Arthur's benefit.

Even if brought to the moon, Judge might find a way to return to the Red Ring World. Capturing him wouldn't be a good idea, especially since it could expose the secrets of Sky Island.

Outside of these three, Arthur didn't know any other scientists.

"It seems that I need to pay close attention to this matter when I go back!" 

Arthur regained his focus, looked up, and walked toward the three groups responsible for weapon research.

"I wonder how their research is progressing since the last time I checked. Let's go in and take a look."
