Innsmouth.

"Welcome to the port city of Innsmouth!" Announced Sirius as soon as the world stopped spinning.

Since they needed to take the Doctor's TARDIS with them, they couldn't just Apparate to England - hence the Portkey. They were used when a Witch or a Wizard needed to teleport a long distance.
