16 Strongest Tai-Jutsu, Master Chen Roshi

Sasuke was walking home and trying to ditch the group of girls following him.

When suddenly, he spotted Itachi in the distance. Almost immediately, Sasuke's expression turned into one of pure happiness.

He ran up to his brother and jumped into his arms before shouting, "Nii Chan!"

Sasuke laughed as Itachi picked him up and put him on his shoulders.

"Did you have a good first day at school? It seems you picked up a few, admirers?" Itachi asked looking at the girls in the distance.

"Ugh! They're so annoying! But there was a strong kid I beat at the assessment test today. His Tai-Jutsu sucks, but his Nin-Jutsu's pretty good! He was able to make multiple shadow clones!" Sasuke said explaining the rest of his day to Itachi.

"Well, then. Have you made any friends yet?" Itachi asked making Sasuke feel a little embarrassed.

"No, not yet," Sasuke answered as he buried his face into the back of Itachi's head.

"What about that boy you fought?" Itachi continued to pressure his little brother.

"No way! Although he was kind of funny." Sasuke thought back to the way Naruto wormed his way across the ground and chuckled.

Itachi laughed at Sasuke's childish and shy remark as took Sasuke off his shoulder and said, "Come on, follow me. I think it's time to train your Chakra Control."

"Chakra Control Training?" Sasuke questioned.

"Yep. Today, I'm going to teach you how to climb trees." Itachi announced making Sasuke even more confused.

The two left for the Uchiha Training Grounds before beginning their practice.

The next day, Kibo woke up summoned a shadow clone to go to school. After that, headed to the Hokage's office to have a little talk.

He had to wait a while because the Hokage was quite busy. Sometimes it took hours until he could the Kage could free up a few for himself. Today was no exception.

After waiting long enough, Kibo was invited into the office.

"Kibo! it's good to see you again!" Sarutobi said, full of smiles,

Kibo noticed the large stack of papers next to him and sighed, "Sorry Hokage Sama, but I think you need some advice on how to deal with this much paperwork."

Kibo walked up and looked over some of the papers. After spending a few minutes shuffling through them, Kibo had finally discovered why the Kages' were so swamped with documents,

It turned out that they had no semblance of governmental structures, such as a City Hall or management system.

They did have heads of congress in the form of the Elders and Council Members. However, all they did was send all the paperwork to the Hokage.

This isn't such a bad idea, as it makes sure that the most important documents are signs, but it can also be seen as a sign of laziness from the other Council members.

Kibo started to talk with the Hokage about increasing the responsibilities of the Council members. They have to be given the right to oversee their designated positions.

For instance, from now on the head of the Agriculture must deal with their own paperwork, only reports marked as emergencies or of utmost importance will be sent to the Hokage to deal with. Emergencies such as crop plagues, flooding, or drought.

This same methodology was applied to every other head of Congress that the Hokage would have to elect.

Thankfully he has a large pool of Council members to select from.

Their conversation lasted almost two hours before Kibo had given Sarutobi many ideas to regulate his village in a more efficient manner. All of the information shared was something Kibo learned from the many cultures of his previous Earth's history.

Thanks to having a large encyclopedia of rulers, kings, and governments, the two had managed to come up with many economical solutions.

Even Sarutobi could finally see the light at the end of this paperwork filled tunnel.

After initializing this new system of governance, Sarutobi wouldn't be freed from the torment of paperwork, however, it should never reach the levels of keeping them working all day and night.

Not to mention, once computers are made, it will only get easier.

Sarutobi was so happy he almost cried before saying, "Thank you, with your help, hopefully, I'll never have to see another mountain of paperwork again."

Kibo laughed and brought up the real reason he came, "I'm looking for the best Tai-Jutsu master in the village. I was hoping you could introduce me to one so I can find a teacher for Naruto and myself. And don't say, Might Guy! I can't deal with his...peculiar attitude."

The Hokage tilted his head, "Normally I'd say Might Guy is the best we have in the Village right now...but . . ."

Kibo had an idea where this was going.

"Ha~hh!" Sarutobi let out a sigh before saying. "Go to this gravesite, and wait. The man you're looking for is an elderly folk. His skin is darkened from living in the wilderness for so long, he has long black bushy hair, and he also likes to wear a yellow and white jumpsuit."

Kibo was instantly excited because he knew who the Hokage was speaking about. The Hero of the 3rd war, known as the strongest body technique user in Konoha's history, Chen Roshi.

"You're talking about Chen Roshi aren't you?" Kibo asked

The Hokage was surprised that Kibo knew about him, but when considering Roshi's fame shook the 3rd war, the Hokage brushed past that.

Sarutobi then said something that instantly poured a cup of cold water on Kibo's mood, "Don't be too excited. The elder has suffered much, he might not take you and Naruto as Disciples."

Kibo thought of Chen's history and knew why he refused to take another disciple.

During the last war, Chen had a student very much like Guy and Lee.

He was incapable of using anything other than Tai-Jutsu but his spirit and will power was the real deal. However, his student perished sometime after the final confrontation in the war.

Seeing his beloved pupil's dead body traumatized him and he blamed himself for his student's death. Roshi thought that if he hadn't taught him, then his student would still be alive.

Kibo didn't know if he could make him agree, but he could only try his best to convince him. However, that might mean saying some pretty harsh things to the old man.

Kibo thanked the Hokage and asked if he could search through some records concerning the 3rd war.

The Hokage listened to what he was up to and approved. Only after another hour had passed did Kibo return.

He ran to the classroom and interrupted the lesson, "Sorry Iruka Sensei! I need Naruto to make a clone to take his place for the rest of today's class."

Iruka looked at Kibo, then at the clone sitting next to Naruto.

"Let me guess!" Iruka said while pointing to the Kibo attending class, "Your Shadow Clone?"

Kibo knew he was in trouble when he rubbed the back of his head and softly laughed.

Iruka sighed, before asking "Why do you need Naruto's main body to come with you?"

"I found us a really good Tai-Jutsu teacher, and need Naruto with me because to convince him to take us in as Disciples!" Kibo announced for the whole class to hear.

Sasuke looked at his hand as he thought of Naruto's raw power, and what he could do with it if blond knuckle-head trained properly.

"I have to ask Itachi to find me one too. I can't lose to someone who already lost against me! I won't give them the chance!" Sasuke thought as he gripped his fist, and although he wouldn't admit it, he now thought of Naruto as somewhat of a rival.

Iruka caved in, and let Naruto use his clone to take his place.

"Don't get any ideas about copying him, a regular Bunshin doesn't have the same effects as a Shadow Clone. You have to get special permission to learn that technique. So to answer your next question, no I can't teach you it," Iruka explained, making all the kids in the class shout 'it's not fair' in defiance.

After the two ran out Sasuke thought, "I should also ask big brother to teach me the shadow clone. I'm wasting so much time that could be put towards training."

"What about me? Karin thought with a sad expression on her face.

"I have another teacher in mind for you," Kibo responded as he looked at Hinata. The Gentle Fist Style mixed with Karin's brute force, It's really quite a scary concept to imagine.

As a bonus, Hinata could come out of her shell a bit. Karin had that effect on people.

While Kibo introduced Karin to Hinata, the main body of Naruto and Kibo ran towards the marker on the map that Sarutobi gave him.

When they arrived they saw a gravestone with the name, 'Chen Roshi, Hero of Konoha' written on the surface of it.

They noticed a few rice balls had been left out at the base of the gravestone. When Kibo saw them, he thought that it might be Roshi's daughter rather than his granddaughter placing them there. As Azami had yet to be born, it was the only other possible conclusion.

Naruto leaned over and asked, "What now?"

"Now, we wait!" Kibo replied while pulling him into some bushes to hide.

So, Naruto and Kibo waited, they waited, and waited, until school had ended for the day.

The two noticed this because their shadow clones dispersed themselves and sent them the day's lessons and homework.

Naruto looked bummed out and was pouting since he hated homework. Not because it was hard, but because he found it boring. He was about to start complaining when Kibo spotted their target.

An elderly man matching the Hokage's description walked out of the forest, kneeled down, and started eating his rice balls.

Kibo was about to walk out, when he heard Chen speak, "Well you don't have to hide. Come on out!"

Naruto jumped and Kibo shook his head that it would be alright.

After Naruto walked out, Kibo did so as well, surprising the old man quite a bit. He had sensed Naruto but failed to sense Kibo.

"Hello Chen Roshi, the Hokage sends his regards," Kibo said bowing to him.

Seeing Naruto looking confused, Kibo grabbed his head and made him bow down as well, "What? Does that Sarutobi have kids running errands for him now? Speak up, boys!" Chen responded.

Kibo stood up and spoke honestly, "This is Naruto and I am Kibo. We came here to ask you to make us your disciples."

Before Kibo could continue he shouted, "NO!"

Looking at the kids in front of him he felt like he didn't have to explain.

Just as he was about to leave Naruto used a shadow clone to block his path, "Come on, man. We came all the way out here with the Hokage's recommendation! Can't you at least explain why?"

"Oh! Being able to use the Shadow Clone at your age is pretty good." The old man disappeared and reappeared behind Naruto's clone.

Chen then started to walk away before he looked over his shoulder and said, "But the answers still no."

Kibo moved in front of him using the flicker technique and said, "How about an exchange then?! I'll show you my technique and you show me yours."

Kibo placed his feet into the ground and assumed the Azure Dragon Fist Stance.

He had one arm facing out to meet the enemy with an open fist, and the other tightly clenched at his side.

The old master martial artist felt a sense of danger and jumped back.

"If your Tai-Jutsu is this good then why do you want me as a trainer?" Chen looked over his stance and found it very appealing.

"This is the only Tai-Jutsu skill I know. What Naruto and I need are the basics of close-quarters-combat. We need to start from the basics. If you want to pass down your techniques as well, then I won't mind." Kibo followed up confidently.

"Little runt!" The elder man grunted before he looked around and said, "Not here! We'll ruin the gravestone."

Kibo relaxed his stance and followed Chen through the forest with Naruto.

They ran for around 20 minutes, a few times, Kibo was beginning to think that Roshi was trying to lose him. However, it wouldn't be that easy.

They continued to jump across tree branches, ravines, across rivers, and through large patches of foliage, until they came out onto a clearing in the forest trees.

"Tsk! They managed to keep up," Chen thought before he turned to the kids and said, "Here this looks good enough."

Kibo nodded and resumed his earlier martial stance while Naruto jumped onto a tree and watched as his older brother took on Konoha's strongest Tai-Jutsu users.

"I have to say that stance is impressive. Even the flaws look genuine! Of course, you should know I'm an experienced martial artist, you're not expecting me to fall for any of them are you?"

Kibo smiled as he pulled massive amounts of Earth Nature Essence and transformed it into wood energy.

The fist at his waist started to glow before an outline of the Azure Dragon's head began to form around it.

"This is the first time I've used this in combat, I don't know if I can control it!" Kibo said as even more energy was funneled into the Chakra Construct.

Chen started to see the kid as a serious threat. Taking up a stance of his own, A whirlwind of Chakra began gathering at his feet.

Kibo knew Roshi was holding back, but he wouldn't show the same kindness.

"Trying to be fair because I'm a kid!" Kibo shouted as he started to pull in water nature energy from the air and turn it into pond energy.

Suddenly, the dragon outline on his fist became far more realistic.

Kibo's bones were creaking under the strain of the power of the Dragon Fist Martial Art. Loud crunches could be heard coming from his body, his muscles expanded a bit, putting more pressure on his bones, but his Healing Gate was able to keep up and mitigate the damage.

After a second of mixing the two natural energies, the sound of water and wood rushing alongside each other echoed out from the dragon's mouth. It imitated a slow and powerful dragon's roar that drowned out the noise around them.

Old man Chen was no slouch either. Once he saw the change in Kibo's power he grew surprised and kicked it up a notch.

The foliage and winds from surroundings gathered at his feet and legs at a greater rate. As the Chakra output picked up pace, the outline of a dragon made of sharp air blades and leaves from the surrounding trees slowly became visible to the naked eye.

Just like Kibo's Martial Art, the sounds of the roaring winds and the rustling leaves mimicked the sound of a roaring green dragon.

"Azure Dragon's Fist!" Kibo cried out.

"Leaf Dragon God Kick!" Chen shouted.
