37 Chapter 36:- Kaina Tsutsumi

When Izuku looked behind he saw a tall woman with a curvy body. She has long, indigo-colored hair with numerous scattered pink streaks, tied in a ponytail with two full shoulder-length strands of hair framing her face. Her eyes are purple with a mauve shade with dark, blue-colored angled eyebrows.

She had long hair wrapped into a ponytail and secured with a hair clip. Her hero costume was a simple dark bodysuit with two plates underneath her chest and knee guards. She also wore a long scouter over her right eye, shaped like a lightning bolt, she had a cold and lifeless look on her face as if she was dead on the inside.

He felt this woman was familiar somehow, as he went into thinking mode.

After a few minutes of thinking, Izuku spoke, "Aren't you Kaina Tsutsumi aka Lady Nagant?"

Kaina was a bit surprised upon hearing her name as she said, " You know who I am?"

"Well not completely though, I heard you had a really versatile quirk, and you were scouted out by the Hero Public Safety Commission, after which I just heard that a month ago you were branded as an SSS rank criminal with a huge bounty on your head and shoot at sight orders, what happened in between was something I couldn't find anywhere, as if they never kept your digital record," explained Izuku

"I tried finding more about you but to no avail, I wanted more info on your quirk, but since I couldn't find any I just had to make do with what was available, I also wanted to know what happened that you were branded as an SSS rank criminal but there was no way for me to meet you, now that you are here, I can ask you everything directly," continued Izuku as he nodded to himself happily

"AFO was correct, you are quite knowledgeable," said Kaina as she was surprised to know Izuku here knew so much about her although her life at Hero Public Safety Commission was unknown, but that was understandable as all her missions were kept in physical records and not digital.

However, upon hearing Hero Public Safety Commission's name she frowned.

"Can I ask you what happened, as I don't think the charges put by HPSC are true," said Izuku.

"And why do you think those charges are fake?" asked Kaina in the same dead tone.

"It's simple, because when you were in highschool before joining HPSC, you were just like me, in matters of being a hero, we both wanted nothing more than that but to be heroes and help people.

Yet here we are, both on the path of villainy, that's why I want to know what really happened, as someone who just wanted to be a hero, who was personally scouted by HPSC, cannot go rogue and become a villain unless something happened, or you found out something you shouldn't have, and the HPSC can't afford to keep you alive, that's why I wish to know what happened, as a person who is going to destroy this hero society from the inside out, something AFO couldn't do in 2 centuries, I am going to achieve that, and I want trusted comrades with me, and someone who has gone through similar things as I have, will understand me the best," said Izuku

"_" Kaina was silent.

"You are quite perceptive for your age, although you are very talkative as well, however, why do you think so confidently that you can destroy the hero society inside out when even AFO couldn't for 2 centuries?" asked Kaina

"Because I have something he lacks," said Izuku.

"And that is?" asked Kaina.

"Burning rage, I was wronged by hero society, I was someone who wanted to become a hero, heck the No.1 hero, and surpass All Might, yet society didn't accept my dream, gave me a reality check, showed me the truth about society, that this society is filled with such fake heroes, heroes who will be all good in public and in front of media, but when they are away, they show their true colors, how they are greedy, egotistical as well as hypocrites.

This society needs to be purged so that a new society can be established, one that has no place for fakes, for every breath I take in between these fake heroes dreads me and fills me with even more rage making me want to achieve my goal as soon as possible, while for AFO it is just a game, a whim, a stupid dream that he wants to achieve, he never took things seriously, or else he would have achieved his dreams long ago." explained Izuku.

"How can you be so sure that he would have achieved his dreams long ago?" asked Kaina

"For someone who has the ability to steal and give quirks, do you really think he could be opposed, all he needed to do was rile up the population, gaslight them to stop trusting heroes and depend on him instead, no matter how powerful heroes are, they are still less in number then the general populous, and the heroes are getting their salaries from the taxes paid by the general populous.

All he needed to do was turn the public's favour towards him, stage a coup d'etat, and overthrow the government and he would have gained his goals, yet what he did was fight the heroes as if it was some anime where he would defeat a hero and people would start working for him.

Even if he gets his goals through this method, the people won't be happy with it and try to revolt against him and someone somewhere will be born who would one day overthrow him and his rule, but, if he wins people over by acting like their savior, they'll start worshipping him like a god, and follow whatever he says, that way he would have easily gained his goals no matter how much heroes oppose him, cause heroes are just servants of the public just like the police.

And I will do exactly what he didn't do, I'll use the public, show the public all the bad deeds done by the heroes, and as you know, all it takes is one bad deed to write off all good deeds, people will start doubting the heroes, their lack of trust will cause people to take up vigilantism and stop relying on the heroes, and I'll start cleaning the country and then I'll use the general public as my army to overthrow the government, come in power, and control the public, " explained Izuku.

"_" Kaina was surprised by Izuku's plan as it actually seemed true and quite doable, yet no one had done this.

But she asked, "Do you think people will agree to you or do as you say?"

"Why not?" asked Izuku.

"Tell what are the current government's policies regarding quirks?" asked Izuku.

"Quirk use without a license is a criminal offense," said Kaina after thinking for a while.

"And what has happened because of it?" asked Izuku.

"People feel oppressed?" asked Kaina as she was confused.

"Exactly, I'll give them that freedom," said Izuku.

"Won't the crime increase if you give them the right to use powers?" asked Kaina.

"No they won't," said Izuku.

"How can you be so sure?" asked Kaina

"Because there will be a rule if people used quirks other than self-defense, that is to bully others, do criminal activities, illegal activities or spread terrorism. Then they will be used as pawns for human experimentations, or sent on the borders to fight in the front lines, and if they oppose it they'll be publicly executed," said Izuku.

"Wouldn't that be tyranny?" asked Kaina.

"Of course not, they wanted the freedom to use their quirk, they are getting it, they shouldn't start expecting they are the gods of the world just because I'm allowing them the right to use quirk for self-defense, there will be a line they don't need to cross and they are good to go, but if they cross it, then they need to bear consequences of it,

I'm not a saint, who will fulfill all of their wishes, I'm a firm believer in the law of equivalent exchange, everything has a price, and if they want something then they need to pay the price for it. If they want to use their quirks with more freedom, then they need to keep the guidelines in mind and obey the rules, or they die, and I'll make sure of it," said Izuku.

"Hmm, not bad, but are you sure you can achieve this?" asked Kaina

"Yes, I think I will be able to achieve it, but I'll need help, will you help me achieve this goal, I'll help you get your revenge on whoever wronged you and put a bounty on you," said Izuku as he extended his hand.
