Hundred and Five(105)

(A/N: Please don't take my word for it but apparently Addictions are partially biological in nature so I think this could work in real life too but what do you think if I'm wrong please state so in the comments)

"Are you ready" his Majesty asked as he held onto a clipboard and a pen while standing in front of him ready to take down any information he gave.

"I think so" he replied as he took a deep breath.

"Okay, test on Superpowered individual take 1" Reed said as he too picked up his clipboard ready to take down any new data.

      With them giving him the 'go' signal, Reynolds looked at the first option on the table, took a deep breath then picked up the non-rebreather mask(or the Oxygen mask) on the table and put it on. Reed turned on the small cylinder on the table, letting the gaseous drug flow freely as Reynolds took in a deep breath then removed the mask.

    As soon as he did so, James and Reed turned their attention to the monitors beside him and immediately started recording. After waiting a few minutes for his body to clear out the drugs, they turned to the next one, a tablet and Reynolds immediately took it without hesitation. James and Reed again started recording

    This continued on for about 2 hours as they tested the drugs on him both with his powers on and without them. Receiving Reynolds feedback after that was everything to them as it meant that they had succeeded in their endeavour. With Reynolds being the main test subject, he was required to use a medbay since the use of these drugs may have reawakened a part of his brain that he hadn't used in an incredibly long time.

"So now that the testing is over, exactly how do you expect to advertise these drugs enough to replace the original ones"

"The same way we have been warning people about drugs, school events, talks etc. Methods that aren't adviced but they are the best in terms of efficiency and besides I plan to legalize drugs in Elysium while also recommending these ones" James said without much thought.

"We can also use the drug pushers we already captured, they are still people who are just trying to make a living, rehabilitate them then send them out into the street to continue what they have been doing but this time without our drugs and I reckon that in about 2 to 3 years, every drug within Elysium will be within our control" 

"It seems you really thought this one out, well I'm off. I have other things to do" Reed said as he left the room to continue his other work.

"Ben, when Bob comes out, give him a big hug for me, you hear. I am needed elsewhere" James said as he turned to leave.

"Sure"

"See you guys later on, Paris" James called and soon a door like portal appeared and he walked through.

       On the other side of the portal however was a large military base. He had opened a portal to the other island on Elysium, Elysium had 4 islands around it each with their own purpose of existence but all just as important to the wellbeing of Elysium. 

    Stepping out of the portal, James found himself inside the compound of a large military base. Just looking around, he could see several soliders marching around the compound and several advanced military vehicles however as soon as he appeared, they all stopped and saluted not even in the least bit surprised or shocked as to how he appeared.

"Good day, your Majesty, what brings you here today" a man who was standing at the front of the military building said as he approached James

"General, I heard that our other James has started showing some improvements" James said with a smile

      It has been months since The Winter Soldier was captured by the Spartans and in all this time, he has gone through a lot of processes just to help him regain his memories. Bringing him to a military base wasn't recommended but Bucky needs to be in a familiar environment to complete all his recovery.

      This was a man who served for 2-3 years in the US army before he was captured by Hydra then spent around 70 years in their own military camp i.e when not in ice. Putting him in a place like this was basically asking to revive all of the man's mental trauma but it was needed if he wants to completely recover.
