Season 0 - Chapter 2 - Perses
So a quick correction I need to make on last chapter due to some math issues, well not really issues, but more so forgetting months exist when factoring Year Math, to be exact it's roughly 2197, now it COULD be 2198 but I had to factor in months, Japanese School years/months, the timeline I'm using being during Endeavors Agency Arc, and character birthdays.
Now if my math is right then it's possible for all the following things to occur withing a 1-Year Timespan of each other, which would be perfect. I'll directly tell you what I'm talking about at the end of the chapter or during the chapter like after a POV change or smth.
Sorry for changing something like this so early on, but hey, I caught it early on, and it's possible it was just a mistype in my notes.
Now granted this all happens theoretically within 1 year of each other meaning it's not THAT important and still could be during 98, the time is roughly Late Summer 97 - Early Summer 98.

Complaint Details: Mrs. Usagiyama, as well as her family, during and proceeding the destruction of Omaezaki, have stated that their quirk senses went "Haywire". They've stated that previously in their life they've experienced strong presences from their natural animalistic sixth sense, but this feeling was "Far different". They also seem to worry it's done something to their daughters mind as she seemed almost "Excited but scared".]

Complaints Details: Despite coming from a Draconic Bloodline, this family claims to also have been affected by the being that destroyed Omaezaki, to quote exactly, "Although it may not come as a surprise, we, or those of mutation-based quirks, have what's known as a sixth sense, something akin to instinct given form, but unlike the sixth sense that people can innately learn, our animalistic one delves much, much, deeper. All animals have a feeling when meeting one another, one saying who is the predator, and who is prey. As my bloodline is Draconic Bound, you'd think almost no one could be deemed a 'predator' to us, but today, today this has changed, and my daughter has also felt this, she's shaken up, although I'm aware the HPSC can only do so much, I still worry how this will affect my daughter and others no different from us."]
Releasing a long sigh I lean back in my seat, 'This disasters is going to cause discorce amongst the people, my dead predecessor really left me with a lot... That woman, suppose it was only a matter of time before she broke, couldn't she have waited a bit longer, no, it's better this way.'
Already having read a handful of other reports I finally click on the [Incident Report], a habit I made. I've always found it easiest when analyzing and dealing with reports to read the complaints.
It broadens your mind on what to look for in this quirked world, being someone without one changed your perception when watching those with them acting up.
'Hm? The report is from a 2nd Year from UA Highschool, Shota Aizawa, Hero Name: Eraserhead, useful quirk, but young mind. Hopefully his report is properly done, we don't have any of our mind-based quirks users in the area right now, and he doesn't seem like the type to consent to a 'search'.

Shota Aizawa POV - 3 Days Prior
Coughing I drag myself up, gray concrete dust falling off my body as several small chunks of metal and debris go along with it.
"w... w-hat hapenned", coughing I grab my throat, blood spewing from my tongue, my throat, and possibly many other orficise, and organs along with it.
Attempting to sit up I fall into my left arm, a good amount of blood overtly spilling out, large lacerations trailling down from my left shoulder to my elbow, only one going down to my wrist.
After a bit of recombobulating I manage to finally stand up, my eyes bearing the sight of the ruined city, a large lump in my throat forming.
"ser-ed", snapping over I notice Glimmer, a sidekick apart of the Purple Revoution Agency, her body laying limp against a wrecked van.
(PRA is from the Vigilantes Manga btw, if you like reading MHA then I'd recommend it, it's really good and I plan on using some stuff from it)
Unlike her normal cheery self, her face is stone cold, her coat covering her body.
"Gli-", before I could finish her name more blood spills out.
"don't worry about me, you need to- you need to get our of here. Reinforcments should arrive soon".
"What about you", slowly my voice starts coming back to me, my body slowly regaining all of its functions.
"Don't worry about me, i..I just need some rest is all".
Hearing her words I notice the blood pooling out from under her cloak, small almost wire like red pieces barely peaking out, the lump trying to escape through my mouth, but the almost choking hand around my mouth and neck hold it back.
"Fuck...Was hoping you wouldn't notice...Eraser, I-... I don't think I'm making it out of here... If you could, tell His Purple Highness- tell him I'm sorry".
"Don't say that!, You'll be fine, I can- I can...", heat rises throughout my body, my breathing kicking up as I rip my scarf off, taking her coat off, my eyes land on the charred missing limb, tendons and nerves exposed.
Ignoring her half naked body I quickly attempt to bandage her wound, her body jolting, a hissing noise piercing her lips.
"S-sorry- but I need to-"
"Eraser stop... I... Despite my bodies reaction, I- I can't feel any of it, honestly I'm glad I can't, even with the phantom pain coursing through my body, even with the gagging feeling at the back of my throat, I know that if I could... I'd probably had killed myself before you'd waken up."
A heavy baggy feeling douses my body, "w-wha- am I..."
"There's nothing, nothing you can or could do, probelm with being a hero huh? Heh... Can't save everyone... No, there is something you can do. Go save everyone else, anyone you can get your hands on, not everyone can be saved, so save those you can."
"I-I...", slowly, her still intact hand brushes my face, a wet substance falling off of her bloodied index finger.
"It's fine, go... if not for you, then for me".
...
"I... I'll be back with the others, just wait".
"...Yeah, you do that".
Running off all of my senses turn up to an eleven, tears still going down my face.
I knew it, I didn't want to, but I knew. That'd be the last time I ever spoke to Glimmer, in her final moments, she'd apparently been found with dried of tears, but then again, who wouldn't be.
Running for such a long time I had become deaf to it all, despite trying to use all my senses I just couldn't focus, so many corpses, so many bodies, it'd become hard to tell the difference from child and adult.
But one noise, one managed to catch my ears, stopping, my neck snaps towards the center of all the destruction, a babies voice taking all precedant.
'A child? So close to the center', bursting over towards the center, a baby is nestled near the origin of this hellish disaster.
Scooping the child I check for any injury, thankfully there are none, in my stupor I can't even think to question, the only thing on my mind is Glimmers words.
There isn't any blood nearby, no Human Shadows of Death, and despite the babies young age, almost looking like a newborn, no imbelicle cord.
(Human Shadow of Death or Blast Shadow is an imprint left behind on the floor after a nuke hits, if you've ever seen a nuke fall in an anime or show and you see human shadows on the floor, that's what it's called)
'Thank god it's still breathing, fuck, my phone isn't working and I haven't seen any signs for heroes, god damnit. I-I need to recover Oboro and Glimmer, GOD DAMNIT'
Despite the inability to shout in ones mind, the banging feeling that's crushing my skull does plenty fine in replicating what it must feel like to do so.
Reluctantly I sprint off towards the nearest hospital I can think off, hoping that they turned it into a shelter, or that's it's even operational.

Madam Director POV
Before I can read further a knock on the door take my attention, staring up and looking beyond my desk I notice a couple shadows under the door, the moonlit glow from the glass panes behind me make it easier to see.
On the left of the room a TV in the middle of several bookshelves filled with documents is playing white noise, also known as the news.
Clicking a button under my desk the door clicks and opens, several suits walking in, one Kaina Tsutsumi trailing behind them, her arms completely bound with a collar around her neck, probably a shock one, possibly a detonation type.
Can't take too many chances with the HPSC Director killer, appearantly they're planning on using this incident to cover it up, depending on how conversations with her go.
That boy, Keigo Takami, he may end up being a good replacment, but it'd be better to have several heroes working for us then just one, still untrained, child.
The four individuals, not counting Lady Nagant (Kaina), take a seat on the two parallel couches in the center of the room.
"Good Evening Director, sorry for our late arrival", a rather tubby-ish middle-aged man is the first to sit, Kenta Goda, currently heading the study of quirks for the HPSC.
(I should state, despite the final name saying Last/First name in that order, all these names are in their First/Last name for Conveience sake, excluding anything written in Official Documentation (aka the computer submitted reports)
"Good Evening Mr. Goda, I myself only just finished the incident report", I hadn't, even if only a little is left, any small amount can be vital.
"Yes we've recieved quite the many complaints, we hope you can... enlightent us, as to how we're gonna deal with this situation", the next to speak is Kikaru Obara, a rather elegant woman, prides herself on her accomplishments, according to my predeccors notes, she is quite the brutal woman underneath that pretty face.
Many of them have their hands dirtied, not like I'm any better, doubt they even know that I know.
"Yes, that and the... 'Child', have you thought on how we're gonna deal with this 'Godsend' as the public has grown to call him, public view has it that god is punishing us, wonder if they'd think 'it's' the next Messiah too", Yuichi Oyama, one of the core faces off the commitie, his job is to give public statements, when I'm not doing it, and give updates, acting as a voice for us while I do my job.
Someone who I intend to keep my eye on, after all, how I can I trust a man who has a quirk based on charisma and lies about it.
(Not the guy from the Meta Liberation, in case you possibly thought he was)
The only one, excluding the muzzled prisoner, who hasn't spoken is Yokumiru Mera, the one I trust the most, no bad record, no quirk, he's run the liscencing exam for quite a while now and even allowed a blood test to be done.
Although I have my doubts, my predecessor trusted him greatly, so for now I'll do the same.
"I will, the meeting regarding the destruction of Omaezaki, the Sentencing of Kaina Tsutsumi, and what we're going to do with 'Neo Sekai' will start now"

In all seriousness, this chapter took a bit longer than I would've liked due to something personal that happened recently, but mainlly due to a bad sleep schedule and me thinking on my other two focused on stories. One being 'The World Traveler' and the other being the duo book I'm writing with AsiAndDark/AsiTheTrans 'Duality System', we're also in discussion of having a second one, but that's still in conception, and I'm wanting to make sure we don't lose sight off our other book, and for me books.
Also regarding the whole "timeline thing", what I was talking about was how Nagant is roughly 38 in canon, although we don't have an official canon time to when she killed the Director, it's theorized it is around the same time Hawks took her spot, which would be when he is 8-9, plus with Aizawa being 16ish when Oboro dies, within one year time, it is possible that Nagant killed and Oboro died.
The timeline just BARELY works depending on how you take certain statements, also for those curious on how the MC is 2 and just born, it'll be explained, and yes both 'Complaint Reports' are from people related to Ryukyu and Mirko, if you noticed that, I'm aware not everyone knows their names, and some people don't or haven't read the MHA manga/watched the anime.
