The last major gang is The Azn Bad Boys that owned Chinatown and the docks.
Their primary businesses are prostitution, drugs, extortion, and cage fights. Unlike with the Elite, The ABB don't care about who they sell their poison to and not all the escorts and fighters were there willingly.
The ABB leader Lung, only known name is Kenta, had the ability to metamorphize into a dragon and gain power from combat. The longer and harder the fight, the quicker he gained the form and power of a dragon. He was also a true psychopath, he lived for and by fear, power, and authority.
His number two was Oni Lee, no known real name, who had the ability to create short-living clones of himself anywhere within his vision and shuffle his real body between them. He was a sociopathic robot that only had a loyalty to Lung. Everything else was stripped away by his powers, turns out being known as the immortal suicide bomber when you share a mind with your clones doesn't turn out well for you. There is nothing he would not do for Lung, no matter how high a body count it entails.
His number three was Agent Orange, no known real name, who had the ability to create and manipulate a bright orange poisonous gas. He was a man after lung's own heart, a true psychopath. He loved the fear his powers created. While Lung would use his power to intimidate and increase his authority and Oni Lee would use his to follow Lung's orders. Agent Orange would use his just to see people suffer and die. He was the worst of the worst.
Lung's lieutenants were Amaterasu, Tsukuyomi, and Susanoo. They were the best the gang had to offer, not that it was saying much considering the company they keep. While their loyalty only extended as far as lung could defend them, don't think for a moment they were even remotely decent as they did not care for anyone besides each other. In exchange for that protection, they were willing to do almost anything.
The first two lieutenants were the twins, Amaterasu and Tsukuyomi, who's real names were unknown. Only them and Susanoo even knew if they were twins or if Susanoo was their brother. Their powers were the same yet opposite at the same time. They both could create and manipulate light. Amaterasu's powers were powered by sunlight, they rose and lowered with the sun and peaked at noon. While, Tsukuyomi's powers were powered by moonlight, they rose and lowered with the moon and peaked at midnight.
The last ABB lieutenant was their brother Susanoo, real name also unknown. His power granted him the ability to create small scale weather phenomena in his surroundings.
My choice as to where to experiment with and train my powers was the industrial district run by Olympus. This was due to the fact that if they found me, they would just let me go as long as I didn't cause any property damage. This was due to several facts, one is that Olympus didn't recruit, they were a family more than a gang.
As a result, they only recruited those that had proven themselves as family thus there would be no gang press.
Another factor is that every member was a stand-up individual. While I might get a lecture, they would just kick me from their territory as long as I created no trouble. They were also a group that was pretty solitary and private, so if they found out about me it would stay among the group.
If the other two groups found out about me, it would result in a very severe gang press. The Elite's would be intimidation and/or blackmail if those didn't work then would come the threats. The ABB would at least show me the curtesy of being honest and just go straight to the threats.
So, if I work on my powers in the industrial district I would just have to look out for the loose stragglers. Well, them and members of the largest gang in America, the U.S. government.
The Protectorate was the government's superhero organization with branches all over the country. The Brockton Branch held territory everywhere and nowhere in the city at the same time.
Now being discovered by them doesn't sound so bad for those not in the know. However, they were my second choice for several reasons.
One is that they follow the Elite policy regarding recruitment, except that when recruited the pay is less. On the other hand, the tasks assigned were a lot of more palatable than the elite.
However, the main reason is that I find a lot of problems with the organization itself.
