i would be disappointed if you follow Ozpin-Can-Feel-Someone-Magic troupe.. honestly if he can do this there is no reason for him to not feel Cinder's magic when she is hiding under his nose in canon.. lol

If he gains xp for his apprentice class from practissing magic shouldn't he have maxed it out by now with the time he spent training his skills in the dungeon? And the reduced luck thing was unecessary in my opinion.

I think you should change how you made Crow semblance work, an aura around him were everyone is subject to frequent bout of bad luck himself included would be more realistic than him permanantly affecting probability in the negative and would be close to impossible to survive for him or anyone around him, also a lot more than a semblance have been shown to be able to influence, while the aura that just spike frequently would be more survivable and realist so Tony crap draw would be attributed to a Random Bad Luck Aura Triggering rather than a massive luck drop from just being close to Crow.
