The pain of saying God or praying are the systeme punishing the devil, it's shown when Issei ask Micheal at the peace talk to lets Asia pray and Micheal arrange it. If it was a curse there would be way to get around or cure it. Also reincarnated devil don't have any of the blood that would be cursed cause it's the devil piece that change them there is no blood exchange but they still can't say god or pray. You would need to change more thing to fit with your wish of it being a curse.

If people are surprised that he became human, it will make me laugh, he keep getting more human-like as world goes by. For the Heaven whateverthename it's pretty op so it depend on how you make it, like having infinite fuel for all ability would make pretty much any fight pretty easy with him going ulimited beam work on everyone face. If you just make it that he got infinite fuel for Fate magic that would be better, not that the current probably stupid amount of fuel he got with stupid amount of Magic Circuit he probably don't need more juice. Same for the immortality given by the HF, it depend on how you choose to make it.
