Hawkins? I know for sure Kid will not submit to anyone since he dare to plot against a Yonko by trying to form alliance with other fellow super nova. Capone and his Mafia-Pirates is hard to predict, a betrayer and all you know. Hawkins is just some fortune teller that follow what his cards tell him, you can make him get a card that means "his destiny lays beside Shiki" or something like that. Tesoro => hate world gov. and celestial dragons for taking his love, can be easily manipulated against them. some other known pirates ? Banry World or Douglas Bullet. first choice is possible but second one? hard very hard even Black Beard couldn't get him. fleet suggestion? some minks? fishmen, Skypiea inhabits . . . . a lot of potential races to join. preferable to have fishmen in case devil fruit-users fell in sea, they can pull them very easily.
