I'm not entirely sure as I haven't read it yet. But generally, a graphic novel in a series like this might be about a hero's journey, with battles, magic, and a struggle between good and evil.
Arthas and Kael 'thas were both characters in the RTS game Warcraft and the massively multiplayer online role-playing game World of Warcraft from Blizzard Entertainment.
Arthas was the prince of Lordaeron, who later became the Death Knight and the Lich King. In Warcraft III, Arthas, as the leader of the Scourge, defeated Illidan and his Naga army, ascended the Frozen Throne, wore Ner 'zhul's helmet, and became the new Lich King. In World of Warcraft, Arthas was severely injured in a battle with Illidan, and was eventually defeated by Tirion Fordring.
Kael 'thas was the prince of the High Elves and later became the last king of the Sunstrider Dynasty. In Warcraft III, Kael 'thas led the Blood Elves to join Illidan's army to fight against Arthas. In World of Warcraft, when the Burning Legion invaded, Kael 'thas led the Blood Elves to join the Alliance, and together with the Alliance and Horde adventurers, they resisted the Burning Legion's invasion. In the end, he was defeated by the players in the Storm Fort.

Jaina Proudmoore is also significant. She has a relationship with Arthas and her presence shows the emotional side of Arthas. She is a powerful mage in the story.
The main characters could include a hero who wields the power of the lightbringer. There might also be villains who oppose the hero. There could be side characters like wise mentors, loyal friends, or other characters with their own motives and backstories that interact with the main character and help drive the plot forward.
One idea could be exploring the origin of Lightbringer in more depth. Maybe it was created by an ancient civilization long before the events of 'Game of Thrones'. Another could be a story where a new character discovers Lightbringer and has to learn how to control its power without succumbing to its dark influence.
Unfortunately, I haven't found any novels about Arthas being reborn in a real city or the main character becoming Arthas or obtaining Arthas's power. However, if you are interested in novels about rebirth or supernatural abilities, I can recommend the following novels:
"Rebirth begins with rejecting a girlfriend's arrangement."
"Godly tycoons start from the recuperation of reiki."
"Rebirth: The Foot-Picking Man Becomes a Prince Charming"
Werewolf Diary
"Small World of Rebirth Game"
[Beauty's Strongest Mercenary Bodyguard]
These are my favorite novels. I hope you like my recommendations. Muah ~ If you have other needs, please continue to ask.
Their relationship could be developed through shared memories. For example, they could both recall their time as students in Dalaran. Flashbacks of their innocent days together, studying magic and having friendly competitions, could bring them closer. This could lead to a rekindling of their old feelings in the present of the fanfiction.
Arthas' sad story is mainly about his fall from grace. He was once a noble paladin, but in his eagerness to protect his people from the undead scourge, he became obsessed with power. He took up Frostmourne, a cursed blade, which slowly corrupted his soul. He ended up killing his own father and turning into the Lich King, losing his former self completely in the process.
Daenerys Targaryen would be fascinating. She has her own dragons, but Lightbringer could be the key to truly uniting the people of Westeros under her rule. It could symbolize her rightful claim to the Iron Throne and be a tool to overcome any remaining opposition.
