the quality is average at best, the author is basically rewriting One Piece with his OG-MC's POV, with a couple of chapters, in the beginning, setting the tone and basic info.
There are some consistent error that has not been fixed, like belly-> Beli for the currency,

constant, albeit every 2-4 days release of a new chapter.

going to give it a 2 because, if you subtract what is already canon for One Piece, you get no real deviation from canon, besides the OG-MC's thoughts, actions, and it's basically reading One Piece in another POV.
Char Design, 2,
a mix of The Gamer vibes, with a system and questline, but only 'expand' on OG-MC, although it is in the infancy, I can only recall OG-MC trying to train/explain to the other chars about some technique that would be useful in the future.
World Background: 2,
What world background? Sure, you got normal One Piece lore and info, but that's about it, think you, reading and finishing One Piece, and explaining the plot back to one who has not read it. And someone else is listening to what you are explaining but has the about the same level of understanding of the plot.
Final Thoughts: I can see this novel as being slow, (both update speed, and novel development, but I don't judge negatively to a slowly releasing novel) but take the time to either make this cannon part interesting, and not a reread of cannon in a different POV, or skip the beginnings of One Piece, to perhaps right before White Beard arc, or after the 2yrs as clearly OG-MC is letting what is cannon playout with no real original content/changes to the story.
It is a decently-written novel to read, if you want a refresh of the plot of One Piece, told by an Extra-Character point-of-view, but currently, not my cup of tea,
