Since the west fell with Los Angeles having been evacuated and almost all of California, the late President May had already authorized for a wall to be built around the city. This was in the case that they would be thinking of rebuilding after everything settled down.
In their opinions, the chaos and destruction wouldn't lag off for too long as everything would be under control in no time. No one knew that the situation would, in fact, escalate to a point where the damages and loss would be irreversible.
The surrounding cities in California were still bustling with life as people went through their daily activities. It was hard for them to keep their usual composure as things seemed to be happening around them that were threatening enough.
If these kinds of events remained in Los Angeles, then it would have been a reassuring thing for everyone that the coast was clear. But then a nuclear blast almost razzed a good portion of Oregon.
