As such, business is declining, and earning money was twice as hard as before.

Now that he thought about it, he needed a lot of money if he wanted to do business. Creating a company or just managing a store was a lot of work and investments. With all those 'shares, management, salary' problems, a mere 900 credits wouldn't be enough and had a medium risk to fail.
These things were all relied on by BoaFeng City's bad management. First, the slums were separated which means that there were limited potential customers. Second, the rent for commercial buildings was extremely expensive and these greedy politicians would also take a 'friendly' part of his pot of gold if he ever made a profit. And third, the city was pretty much isolated from others so there's nothing new you could get and existing stores already had these basic goods.
In conclusion, there's nothing that he could do.
But. Tang Ling remembered. There is a profession called the Hunter, hunters are people who hunt beasts for their personal gains if he remembered. According to his previous history teacher, hunters are sub-branch of Orderers. In the past, Orderers would kill beasts outside of cities but as they became busier they didn't have the time to hunt them. So the role was delegated to normal people. These Hunters hunted weak beasts or monsters outside of the city to then sell those to the government.
This system was a win-win situation, the hunters would gain a lot of money as they risked their lives and the City would be safer to merchants without the use of Protectors. There were also Orderers apprentice (new graduates) who would kill these beasts for training.
Tang Ling was confident that he would be able to become a Hunter.

Knowing that a normal person stats was about 0.3-4, he was at least 3 times stronger than them. He also saw them; these Hunters. They were at most muscular men but weren't comparable to the elites who practiced combat techniques in the Black Tiger camps. They mostly relied in traps and sneak attacks. Only Protectors of the City could fight these beasts head-on without any worries; they could beat monster invasions so a couple of them wouldn't be a problem.
As for equipment, Tang Ling had a sword, a gun, and a spear. In this case, the gun would be his main equipment to deal with these beasts. But a gun would be an overkill for most beasts. As much a beast was powerful, a bullet shot is still too much for them albeit he indeed heard that beast attacks in inner cities; the beasts here could survive even after a barrage of machine gun.
Bullets cost 100 credits per bullet. Some beasts were prized by nobles so he could gain a few hundred coins if he was lucky but it could also only give him a few dozen coins which isn't enough to cover the cost for a bullet.
If he went hunting with this gun, it would be a gamble of more or less. It wasn't his style to just rely on luck. There was also the settings of the pistol.

It meant that he couldn't shoot accurately after three meters. Three meters... Even with traps, it could be very dangerous. There are two choices in front of Tang Ling, a sniper/better gun or a bow.
A sniper or another gun was out of the question. Bullets cost 100 per shot and one needed to have a gun certificate of ownership and a few thousand to buy one so the only affordable one was the bow.
Tang Ling soon searched on his phone and got too many markets to buy a bow.
