"For the countries that have been destroyed, what else can they lost?
Destroyed countries have nothing else to lose.
The people there have already lost their homeland, families, and even friends. Many of them wouldn't want to stop the war at all cost. While those who were left off lightly might still consider the word 'peaceful negotiation,' those who already had nothing wouldn't want to.
Nuclear bombs would make the place where they stayed before inhabitable.
The biological weapons completely changed their genetics and there were high chances that they would die.
