Inside a spacious and bright office, a woman with blonde curly hair and a petite, graceful figure was casually flipping through a stack of documents on the table.

This is the office of CP0, the intelligence agency under the World Government. They are typically responsible for intelligence, assassinations, and the security of important figures around the world.

Early morning sunlight streamed through the window, casting a warm glow over the room. The woman took a graceful sip of tea, and after some quick sorting, only two files remained in front of her.

"Rob Lucci, male, Zoan ability user, 18 years old this year."

"He received training from a young age and joined CP9 at thirteen. He possesses great strength and ruthless methods. He once killed 500 soldiers who were taken hostage by pirates. He is known as the most powerful killing weapon in CP9's history…"

After a moment of silent consideration, she picked up the second file.

"Carlos, male, Zoan ability user, 27 years old this year."

"He joined CP5 four years ago and has been performing undercover missions. He is thoughtful and skilled in disguise."

"He has personally dismantled seven large pirate groups, including the Bloody Hand Pirates and the Black Flag Pirates, through division, provocation, and sneak attacks."

"It's rare for someone to advance from a rookie to an experienced and capable agent in just a few years."

Stussy's eyes lit up as she continued to read.

"Huh? He was transferred to CP9 after reporting his superior, Spandam?"

"This guy seems to have a knack for stirring things up. This is quite interesting…"

She seemed to have made up her mind and picked up the Den Den Mushi on her desk.

Knock, knock, knock!

Outside the door, there was a brief and forceful knock.

"Come in."

A man with short hair, wearing a black suit and with a strong build, pushed open the door.

"Carlos, right? I'm Stussy from CP0, specializing in intelligence work."

Carlos nodded and sat on the sofa, his expression unreadable.

Stussy noted his calm and reliable demeanor with a secret nod of approval. She smiled and said,

"As far as I know, your current situation isn't ideal. Although CP5 officer Spandam made some mistakes, you caught him and got him sent to Impel Down."

"However, his father is a high-ranking official in the World Government. With his authority, it would be quite easy to get Spandam released."

"I'm curious—why would you risk offending such a powerful figure for what seems like a pointless action?"

Carlos shook his head slightly.

"You called me here, so it must be for something more significant than this, right?"

"Tell me about the mission."

Stussy nodded with satisfaction and moved on from the previous topic.

"I won't beat around the bush. I want you to join CP0."

"What are the conditions?"

"It's a pleasure to talk to someone perceptive. I need you to go to the New World and infiltrate the Beasts Pirates to gather information on the Pirate Emperor Kaido."

Seeing Carlos frown slightly, Stussy added,

"I'm sure you're aware of the situation. The Beasts Pirates, as their name suggests, consist mainly of Zoan users."

"Among CP1 to CP9, only you and Rob Lucci meet the requirements. Although both of you are strong enough to become cadres, undercover work demands adaptability."

"Compared to Lucci, who is known as the most powerful and ruthless weapon in CP9's history, you have more undercover experience. You're the best fit for this task. If you refuse, I'll be very disappointed."

Stussy gave a playful wink.

Carlos frowned.

The more powerful and successful the undercover agent, the better the rewards.

However, the Beasts Pirates are a different challenge.

Since the downfall of the Rocks Pirates, Kaido, Charlotte Linlin, and Whitebeard have emerged as the three most powerful pirate groups in the New World.

They operate like self-contained nations, with vast territories, countless vassal groups, and a combined force of nearly 100,000.

The bounties on their subordinates are measured in the hundreds of millions.

Kaido himself is a top-tier powerhouse.

The worst-case scenario would be being killed by Thunder Eight Trigrams if his identity was exposed. Even if he survives, he might end up imprisoned in the Rabbit Bowl Quarry.

The only hope of escape might come if Luffy and others attack Kaido in ten years, but that's a long time to wait.

The mission is difficult, but Carlos believes his acting skills and knowledge of the plot will help him succeed.

He has worked undercover for pirate groups with bounties exceeding 100 million, so the rewards for betraying the Beasts Pirates should be substantial.

Carlos pondered the pros and cons deeply.

The office fell silent.

Stussy frowned.

"What, don't you want to take the mission?"

"Joining CP0 would mean you wouldn't have to worry about what Spandam can do to you."

Carlos looked up and smiled.

"Spandam?"

"I don't think he compares to the Beasts Pirates."

"When I was preparing to deal with his son, I was already ready for anything."

"If you're trying to use him as a threat, it's not just ineffective; it's completely irrelevant."

Stussy frowned, studying him intently. After a moment, she sighed.

"Alright, let's proceed."

Carlos leaned back on the sofa with an open stance.

"No, I mean, you'll have to offer better terms!"
