Section 1. Title
This Act shall be known as the "Mandatory Labor and Work Camps Authorization Act of 2024."
Section 2. Establishment of Mandatory Labor and Work Camps
Mandatory labor and work camps shall be established for convicted criminals and prisoners. Inmates shall be assigned to work detachments and required to carry out manual labor under the supervision of appropriate authorities.
Section 3. Categories of Inmates and Criminal Offenses
This section shall define the categories of inmates and criminal offenses that require placement in mandatory labor and work camps as a form of punishment.
Section 4. Operation Conditions and Parameters
The conditions and parameters under which mandatory labor and work camps must operate shall be outlined, including appropriate working hours and access to basic necessities such as food, clothing, and shelter.
Section 5. Authority and Regulation
The legal authority within the Reichland system shall be established to regulate and enforce mandatory labor and work camps, including sentencing guidelines, oversight mechanisms, and accountability measures.
Section 6. Rights of Inmates
This section shall outline the rights of inmates subject to mandatory labor and work camps, including rights to fair wages, basic necessities, and to be treated with respect and dignity.
Section 7. Funding, Management, and Staffing
Responsibilities for funding, managing, and staffing mandatory labor and work camps shall be established, including duties of responsible authorities and relevant government agencies.
Section 8. Operational Requirements
Requirements for the proper operation of mandatory labor and work camps shall be established, including staffing levels, safety protocols, and record-keeping standards.
Section 9. Accountability and Oversight
Procedures for ensuring accountability and oversight of mandatory labor and work camps shall be implemented, including external auditing, inspection procedures, grievance channels, and resource allocation.
Section 10. Eligibility Criteria
Mandatory labor and work camps shall only be utilized for individuals convicted of specified serious criminal offenses.
Section 11. Establishment of Camps
Government authorities in the Reichland shall be authorized to establish appropriate mandatory labor and work camps throughout the territory in accordance with the guidelines of this Act.
Section 12. Revision and Amendment
Provisions for the revision and amendment of this legislation as necessary shall be established in accordance with established procedures.
Section 13. Effectivity
This Act shall take effect immediately upon its publication.
