Section 1. Title
This Act shall be known as the "Anti-Corruption Act of 2024."
Section 2. Purpose
This law aims to eradicate corruption within all branches of government and affiliated institutions, fostering integrity, honesty, and accountability at every level.
Section 3. Definitions
For the purposes of this Act:
1. Bribery: Offering, giving, receiving, or soliciting of any item of value to influence the actions of an official or other person in a position of power.
2. Embezzlement of public funds: Illegally appropriating or misappropriating funds or assets entrusted to one's care for personal use or gain.
3. Abuse of authority for personal gain: Exploiting one's official position to obtain personal benefits, favors, or advantages not otherwise available.
4. Fraud and dishonest practices: Engaging in deceitful conduct or misrepresentation, including but not limited to falsifying records, lying under oath, or misleading stakeholders.
Section 4. Penalties
Penalties:
1. Death Penalty: Officials convicted of serious corruption shall face the death penalty.
2. Confiscation of Assets: Proceeds and assets obtained through corrupt means shall be seized and returned to the public treasury.
3. Lifetime Imprisonment: Accomplices involved in corrupt activities shall face lifetime imprisonment.
Section 5. Establishment of Anti-Corruption Commission
An Anti-Corruption Commission shall be established with the following responsibilities:
1. Investigate and prosecute corruption cases.
2. Protect and incentivize whistleblowers.
3. Conduct anti-corruption awareness programs.
4. Recommend strategies to enhance national anti-corruption efforts.
Section 6. Offenses and Enforcement
Any obstruction of the Commission's investigations or prosecutions shall result in severe penalties, including the death penalty.
Section 7. Implementation
The provisions of this Act shall be implemented immediately upon publication.
Section 8. Effectivity
This Act shall take effect immediately upon its publication. All government agencies shall enforce its provisions rigorously.
