Because it means that this isn't the movie plot, Emma isn't arrogant to think that she can win against the movie version of Hulk, but at least there's still some hope compared to the one in the comics.
How strong was Hulk in the comics? Battle opponents able to shatter planets, capable of destroying planets and causing earthquakes with his mere footsteps are just his usual feats.
Nick Fury saw that Emma didn't respond and didn't know what kind of drama was going on in her mind but just thought she was hesitating.
He could understand her choice if she didn't agree because her current life was the dream of many: being a celebrity, earning money, having power, without the need to worry about anything; why would she put herself in danger?
But even if he understands her choice, he also has his mission; some sacrifice must be made for the survival of humanity.
Emma, who racked her brain, concluded that she must be on this mission, or if Nick called Mr. Fantastic to help and the latter ended up sending Hulk outside of Earth or some fantastic idea like this, they would be doomed.
But after all, she wouldn't agree just like this, she said while seemingly hesitating: "What are the rewards?"
Fury, who was waiting for her to refuse or something like that, didn't expect her to be considering the idea so soon, but the rewards, isn't she a bit greedy?
Emma didn't know what Fury was thinking or she might roll her eyes at him, everything humans obtain without a hard work and use freely isn't good, it must be costing them something only then would they know its importance, anyway, she wouldn't become the one to wash the ass of those politicians.
As Fury didn't respond, she stated her thought: "My hospital is already in-built, it's in accord with the US government, but I want more."
"After going to Charles's school, I didn't think he was teaching mutants the best way and wanted to create a school where the public knew about and is for superpowered people, a school where I would teach these children, let them contribute to society instead of being a baldie's military."
Seeing Fury looking at her incredibly, she continued: "It's the only reason that would make me participate in this mission; also, the school must be big, too big to be precise for many activities to be done, and finally, I would need some money to manage it."
Nick Fury listened carefully to what Emma said, and he couldn't help but frown because her request was too complicated.
It's not about the money the World Security Council has to spend because it's not much for them; the problem was the fact she wanted to create a school of superpowers or mutants, to be precise.
Just Xavier's School for Gifted Youngsters is giving the government some headache, let alone one managed by an Omega-level mutant, especially since she wants it to be public and not hidden.
He sighed for the second time today, being the dog of many governments isn't good but he can do nothing about it, he said: "truthfully, your request is a bit too high and isn't something I can decide, it needs to be approved by the World Security Council and the US government if you want it to be built in this land."
Emma didn't buy his bullshit and said: "Come on, Nick, I know very well it's too easy for you to make them agree just by saying something like forcing me to join Magneto or even only for them to require my healing ability someday, just give me a clear response later or I might just change my mind and ask Charles of my magic master for a favor."
Nick didn't like the way Emma contradicted but he didn't respond in anger and told her steadily: "Look, Emma. You clearly don't know how things are working. I can pull the string, and you're right about it because I can make a lot of things happen."
"But do you really think that what you are asking is a simple request? You're asking for a public institution that could attract attention, scrutiny, and potential backlash. The government isn't going to just hand that over without a solid plan and assurances."
Emma didn't respond to him but looked straight into his eyes, no matter how convincing they may sound, don't trust people like Nick who always have a second hand for anything.
Her silence mean neither agreeing nor denying what he said but just waiting for a clear response; anyway, her plans to create her UA must start.
'Really becoming more and more unpredictable.' Nick Fury thinks about how Emma is to him right now; it's like she was doing things on a whimsical thought.
In the end, he still couldn't promise her anything because he himself wasn't sure about the World Security Council; it's like there's a hand controlling it behind the scenes, but it is just his assumption.
He said: "I need to go back and report what you said to the council, but you should prepare all that you need as you may leave in about ten hours."
Obviously, although he didn't promise anything, but he was giving her a hint by already talking about when they should leave.
After that, he didn't waste any more time and left; Emma was no longer in the mood to think about her game because the issue in front of her was something else.
Her only advantage was knowing how the Hulk worked, his power coming from anger, his being just like a child, and the fact that he isn't really a monster and can be calmed by showing him some love.
'Bullshit.' that's the only thing Emma can think to describe of Hulk, nothing about him doesn't make.
And as a level 1 beginner, she met this nonsense Final-level boss at the novice village but even though Emma was criticizing her situation.
She isn't really scared or something like that but only her human nature complaining; in fact, she was a little looking forward to it, a fight which she could give her all after having her power.
No matter how dangerous the Marvel World is, for someone like her looking for excitement, it's just the right place as long as she is alive. Would never be bored, like traveling in a ship for days or meditating for a little bit of chakra 12 hours a day.
