A/N: Sorry for the long delay/absence. I decided to primarily focus on my other stories above this one first since I didn't have nearly as much time or motivation to write as I did in the beginning, so now that my other, primary fanfic is done, I can focus my attention on this one. For the most part, I've already plotted out the next few Arcs, though my motivation and time will be serious factors contributing to upload frequency in the future.
Also, a lot of people aren't going to be happy about this chapter since Damian is purposefully going out of his way to make himself look bad. The Heroes of the world also don't trust him since like, would you trust a reality warper who says he's trying to fix the world and then doesn't use his powers to do stuff like cure cancer? Probably not.

A green alien face crumpled as a shield made of Proto-Adamantium smashed through his visor and the world went black for him. Captain America reeled his fist back in gracefully, making for a striking pose the news media had been running for the past two weeks.
The Flaxxan Invasion had been a resounding failure on the part of the Flaxxans, as everywhere their portals opened up, they were beaten back by a combination of Meta-humans, government militaries, or the local police or militia groups. The fighting only really lasted 4 or 5 hours before the Flaxxans called for a general retreat, leaving many of their soldiers and much of their equipment behind.
Despite this, hundreds of their troops who were left behind began to scatter, wreaking havoc and destruction wherever they went. I'm guessing it was something akin to 'taking as many of them with us as possible' but more terroristic in nature, as evidenced by the hostage crisis at Médica Sur in Mexico City where a group of Flaxxans took thousand of people hostage in a stand-off that lasted nearly 27 hours before Red Rush and the Flash both showed up to take down the aliens with super-speed before the average person could even blink.
Despite the minimal loss of life, tens of thousands were still wounded or killed in the battles. This was shaping up to be the single biggest tragedy and loss of civilian lives in combat since WW2 (conveniently neglecting to mention all of the ethnic cleansing and genocides in third-world countries that the West and other developed nations like Japan and China sweep under the run to pretend doesn't happen).
That was, until in a single flash of light and everyone who had died or was injured was miraculously healed on the spot. There was confusion and panic initially, with many of the more religious types stating it was an act of god himself, but in reality, it was just me using my powers on a global scale.
At the same time, every meta-human or just regular human who could even remotely be considered a 'Superhero' (like Batman) and who took part in the defense of Earth out of more than just self-defense also found envelopes around their homes or bases. Inside was a special invitation to a random location nearby and at a time that was seemingly very convenient for the individual when they had nothing scheduled that day.
Some of the locations were in hotels, isolated regions with local landmarks, or even just in somewhat hidden back alleyways of their local cities where no one would normally go. When the individual arrived there with their invitation, a portal would open up in front of them, allowing them to enter. After entering the portal, the individual would find themselves in a large open courtyard similar to a garden. The only really obvious indicator that they were not on Earth anymore was the fact they could see the Earth from the surface of the moon they were standing on.
After this, the individual would be greeted by any number of dozens or hundreds of workers who would guide them to the main hall where they'd receive their orientation and offer. An opportunity to work with and create an Organization to protect the planet Earth and her allies from threats both foreign and domestic.
They were invited to join Overwatch.

Of course, that was how it would go in the future. For now, I've gathered the 'first generation' of Overwatch and the people I'd have running its Council to guide the organization into the future. They were, mostly, the people I trusted most or people whom Fury had sent to give other countries representation.
(3rd POV)
"I don't know. Are you guys buying any of this?" The Flash, Wally West asked the others in the group hesitantly.
"I have fought side by side with many men several times in the past against tyranny. I am not surprised that after such an attack, an organization would emerge once more." Wonder Woman said, glancing briefly at Captain America.
Steve noticed this and smiled back at her briefly. "I am not opposed to fighting the good fight. Especially when it's one worth dying for, but I am a bit skeptical about this 'Miracle' person... his powers do remind me quite a bit of Red Skull-" He was interrupted.
"And the Cosmic Cube, right?" Wonder Woman finished the captain's sentence.
"Yeah. Thanks for your help back then, Diana. I don't think we would have made it without your support." Steve thanked.
"It was my pleasure. Fighting alongside the greatest warriors in the world of men was one of the greatest honors of my life. This is an opportunity to do the same." Wonder Woman finished.
"Hmm." All Might sighed heavily, subconsciously gripping his side. "I can accept the fact that heroes should work together, as a matter of fact, Japan has already begun its initial stages of gathering Mutants into a school to educate them for that purpose. I supported that bill so I suppose I'd be a hypocrite to deny the need for Hero training, especially for the young ones who aren't from Japan." He said, glancing at the room.
"What is there to even debate about? For the sake of our own countries, we should join, if only to reap the benefits of Miracle's power. Kahndaq will benefit greatly from having a Reality Warper owning them a favor." Black Adam stated as though the matter was already settled.
Many of the people around the table glared at him for a moment. "You are a borderline criminal yourself, Black Adam. If you join then perhaps the rest of us should take pause to ensure we aren't creating an organization we'd otherwise seek to destroy." Dark Wing explained.
The two glared at one another for a moment and the air became tense but before anything could happen, the Flash decided to break up the tension before it devolved into a fight. "Guys, I think we are missing the point here. We all agree that the organization is a good idea, however, its Miracle we are all skeptical of, right?" He said, throwing their organizer under the bus.
The room remained silent as everyone's nerves calmed in silent agreement with the Flash's statement. After a few moments, Superman decided to stand up. "I understand everyone's hesitancy. Having as much power as he has is unsettling, however, I would like to think I know a thing or two about the difference between having overwhelming power and using it for evil. I say we give him a chance." He said, making everyone silently acknowledge the truth of his words.
"The Flaxxan Invasion has presented the world with many options and opportunities. For one, it's quieted the squabbling between nations long enough for them to consider working together... at least temporarily." Lex Luthor commented.
"It won't last. Conflict and Greed is the true nature of mankind, no matter how hard we try to suppress our bias', they will always return." Black Panther said, correcting Luthor's comment.
"True, however, our cooperation could be what is needed to bring together all of humanity to stop wars, poverty, hunger, homelessness, and numerous other problems no one of us, or one of our countries, could do alone." Dark Wing chipped in.
"Well, some countries like to interfere more than others." the Crimson Dynamo mentioned, glancing at Iron Man and Captain America.
"Let's not bring politics into this," Iron-man said. "Besides, don't think I don't know where your country got the tech for your suit from." He glared.
"Shield gave it to us of its own free will." Collective Man mentioned, coming to the defense of his countryman.
"What do you mean?" Wally West asked.
"China threatened to pull out of Shield unless they turned over the Mark 1 to them as a deterrent against 'the Iron Man' of America." Batman chimed in for the first time to inform everyone of the backroom dealings which resulted in the Crimson Dynamo before them.
"What? Why would they do that?" He asked in shock.
"It would not be the first time America has used its technological advantage for its military, and your country's track record of 'intervening' in foreign affairs is longer than my arms." Collective Man said, duplicating himself once over and connecting his arms together for emphasis.
"Please. We are getting off-topic. We need to decide whether or not to join this organization." Martian Manhunter said, trying to restrain the escalating tensions in the room once again.
"Does it matter? If we say no, what is to stop Miracle from simply changing reality to one where we said yes?" Batman stated, saying what everyone in the room had thought of at least once.
"I don't think he will. He seems to be a good man, trying to help out everyone the only way he knows how." All Might said, looking to Superman for support.
The Man of Steel nodded. "His argument earlier was sound. I see no reason not to put our trust in him, at least until he has proven he isn't worthy of it."
"His tech is good too. I'm sure Lex and I would agree that studying some of the things he's capable of will at least give us a chance at finding out how to counter him should he turn against us. I'd even like to add Reed Richards to the research team. I doubt the Fantastic Four would be opposed to helping us out. Plus they have experience dealing with fancy magic like that anyway." Tony Stark commented.
"Miracle's power is not magic-based like the powers of Victor Von Doom," Shazam spoke up for the first time.
Black Adam's face soured. "Be silent, Minion of Mamaragan!" He hissed.
Shazam, obviously taken aback by this, said nothing more. His wisdom of Solomon telling him that refuting Black Adam would only lead to a fight.
There was an awkward silence that filled the room once more, but unlike last time, this was not broken by anyone at the table, but by the opening of the pressurized door to the room. All eyes turned to see who was entering. Nick Fury, followed closely by Phillip Coulson and Natasha Romanov, who were acting as his escorts.
Fury walked to the edge of the table, glancing at the various powerful beings in the room with him. A thought briefly swept through his mind about how much power Damian had concentrated here. It was enough to easily take over the world. Sure, any one of them Shield could take down. Some more easily than others, but together... he shuttered to think.
Fury pushed down those thoughts as he reached the point he wanted to, pulling out a small hologram projector from his pocket and clicking the button, turning it on. It was a screen, showing the current hearing in the UN, watched by millions around the world. In front of a panel of the United Nations Security Council was a seated, and quite relaxed-looking Damian Luciel.
"I suggest you make a decision soon. Else I believe one will be made for you."
(On the Screen)
"Let me get this straight. You can control reality to do... anything?" The representative from France asked.
"Pretty much. I haven't found anything I CAN'T do, though in fairness I haven't tried adding new laws to the universe yet, like making Karma a real-life thing, so..." Damian replied.
"Then you can cure all diseases, end world hunger, solve the climate crisis... there is so good you could do for the world!" He replied, a bit excitedly.
"I 'COULD' do all those things, but I'm not going to do the majority of them. At least, not immediately." Damian stated.
"Why not?" Asked the representative from the United States.
"I woke up with these powers when I was ten years old. I don't know how I received these powers or what fuels them or whatnot. Because of this if I were to do that, and the entire world began to rely on me to solve their problems, and then one day my powers stopped working, what do you think would happen?" Damian asked.
The representative furrowed his brow. "The world would go back to the way it was before." He answered.
"Wrong! It's actually worse than that. If diseases stopped existing, doctors would be out of a job and many pharmaceutical companies would go bankrupt. If I cleaned up pollution instantly then companies that pollute heavily wouldn't have the incentive to cut back to save the planet and legislation would be rolled back to increase profits. If I refilled aquifers, the agricultural sector would stop recycling water and just continue to overtax the water table. If I solved all crimes, then the police would be out of a job and get other jobs while prisons and courts would be torn down.
Now... after the entire world's systems rely on me, what happens if and when my powers stop working? Nothing is keeping criminals from running rampant and there are no police officers trained to help. Nothing keeps mining companies from dumping pollution into the local drinking water since before it was just cleaned automatically, but without the cleaning, now the water is poisonous. Good thing hospitals exist, oh wait, no doctors... see what I'm getting at?" Damian explained the worst-case scenario.
"So you're saying you can't fix the world because then it may come to rely on you?" The representative from China asked, cautiously.
"And then if my powers stop working because, say, I burned them out, then the world would basically come to an end because of me." I stated.
"But what if your powers don't go away?" The representative from Great Britain asked.
"I'm only human. I could probably extend my life by a long time, but any changes I'd make to my physiology or psychology might result in me losing access to my powers, so same deal. I'm eventually going to die of old age if I don't use my powers to change that after all, but I already explained why it might be a bad idea." /1\
The Council went silent after hearing that. It was a fair point, though there were some holes in the logic, but they assumed Damian had answers for any of them which were why he came to them with the proposal for his Overwatch Program.
The Russian representative drew in a quick breath, looking nervous, before asking the only real question that was on his mind. "This... Project Overwatch of yours. Why even ask us to create it? Why not snap your fingers and retroactively change reality to have already made it happen? Do you even need our support or permission?" He asked.
"No. I 'could' do that if I wanted but I actually have a moral compass. I very rarely use my powers if I can help it. I don't want to become reliant on them if they could one day disappear, however, I also have a philosophy of not changing the minds and souls of people just because they don't do what I want them to. If that's the case why not change the world to my own liking immediately, since the slippery slope would lead me there anyway?" Damian explained casually.
"I personally believe that all of the governments in the world should be transformed into Social Democracies like they have in the Nordic Countries. Free healthcare and education for all, superb public transportation, governments that are run with parliamentary systems that more accurately represent the will of the people, strict gun control, freedom of speech, and religion for everyone, etc.
I'm pretty sure no one in this room actually wants that, now do they? I'm sure Putin wouldn't like to lose his power because I don't like the way he runs his country. I'm sure the Republicans and Democrats of the United States wouldn't like competing against the several other parties I'd like to create to better represent the will of the people, especially if they would have a legitimate chance to win the Presidency or control over the Senate or Congress. I'm sure the Turks wouldn't like the fact I'm a fanboy of the Byzantine Empire and could retroactively cause them to never fall or make an independent Kurdistan. I'm sure that, despite the fact I'm a fan of anime and Japanese culture, I think the actions of the Japanese Empire, such as the ethnic cleansing, treatment of POWs, and the comfort women system were reprehensible and they should be forced to atone for that in the same way Germany had to for the Nazis, etc etc.
Why not do any of that? Because I'm not a psychotic lunatic who treats the world as my plaything for my own amusement. If you don't approve of my plan, I'll just go home and start working on some other way to do it, but you'll lose out on Overwatch.
You'll have most of the world's meta-humans running around without supervision or training on how to use their powers fighting against supervillains and tearing up the streets of your cities. The world will suffer constantly destabilized governments and regimes when the next Superman decides he doesn't like the fact his country isn't ruled by him and he needs to change that. You'll continue on your cycle of superheroes putting villains in jail, only to end up back on the streets causing mayhem a few weeks later. You'll lose access to all of the good the technology of superheroes could do for the world other than just powering mech suits to punch aliens in the face." Damian finished his minor speech.
The representatives remained quiet after hearing Damian's speel. They needed time to think and bring the information they'd gained from this back to the governments before they could make any decisions.
"T-Thank You, Damian. I believe we are done for the day. We will contact you again when we have a decision made." The representative to France said, to which everyone agreed.
"Sure, no problem, but just remember, Project Overwatch is my primary plan, but I do have backups. One way or another I am going to create a system that will uplift all of humanity, not just one country. You can either take my hand that's reached out to you now, or your replacements will." Damian finished.
"Is that a threat?" The representative to the United States asked.
"No, but considering one of the benefits of the deal is myself giving you lot an easily reproducible universal cure-all for all diseases, I'd like to see any of you contain your population's anger for rejecting it. Imagine all of the parents whose children are dying of cancer or some other disease this could cure and being told that the good deal to save their kids and uplift the human race was rejected because some asshole politician didn't get his way. See how long your governments will last then." Damian said casually while expressing his willingness to topple governments for not getting his way.
"T-that'd be chaos... so many people would die!" The representative for Great Britian said going ghastly white.
"No. Not a single civilian would die." Damian explained, looking into the camera which was broadcasting this hearing throughout the world. "Not one." /2\

Damian CAN extend his life or change his physiology at will without losing access to his powers, but he is telling the world he can't as an excuse to get them to work together.

Damian is threatening that he'd protect the people who'd overthrown their governments from harm if the UN rejects his bill. Basically, he is blackmailing the governments of the world here and purposefully making himself a target for the sake of another plan which will happen later on.
