Social points

The dictator was thinking of a system where worshiping him would get them more social points while slandering him would reduced their points. Basically, the people whole life would be like a game that they would be forced into. The people would definitely doesn't wanted to be in the dictator games but they doesn't had a choice. They would either be killed miserably or they would be killed while being in the dictator games.

Which more points gained, there would be more rewards and freedom than the people that doesn't had a lot of points. The rewards might be from getting money from the dictator to getting free houses in the country. While the punishment would be from losing money to selling their organs. The worse punishment would be their death. But it would be a slow, long, torturous death. Those people would rather die quick than be slowly killed. The dictator wanted to made sure that those people would be slowly killed mentally before being killed physically.

The dictator was thinking about releasing all of the criminals from the prison with the social points system. Each person that could be able to killed the prisoners would be able to increase their social points by one. But, if the people could not only killed, but preserve their organs would be given ten social points. If the people were unable to killed the criminals for a day, their social points would be reduced five points each day. So no matter what, each day every people had to killed at least one human beings to be able to survive the dictator game.

In the end, the dictator managed to create a death games in which each innocent person in the country would be forced to did something wrong and became a criminals. The dictator goals was to made sure each person in the country adult or children would had the ability to kill a human beings without regrets.
