This moves made by the dictator attracts more people bringing out their gambling soul.

The first day the system was being implemented, the amount of people gamble in the casino increases three times more than normal. People were fighting for their turn to gamble in order to get their hands on the infamous lunchbox. The dictator was esthetic with the result and were hoping that more money would be splurge in the casino enriching the dictator more.

The dictator wanted to expand the casino business branching to the famous casinos in the world like Las Vegas, Macau, and Hong Kong. But then, most of them had ban the dictator on trying to open businesses there. So the dictator uses the second option which was to secretly invest in some of the casinos there and slowly increasing his ownership so that he could control the whole casino in secret. The dictator wanted to also open a gambling village in Japan as he saw most of the elderly Japanese people would gamble their life away in the locally made pachinko.
