A- The Medical Department: Tatsuya had always understood the importance of medics on the battlefield. He proposed training a specialized unit of shinobi in medical ninjutsu, focusing on healing techniques that would prolong the lives of warriors and increase their resilience in battle. He wanted them to create those medical Jutsus that would later be know in Konoha. Justus techniques such as:

-Dokunuki (Poison Removal): Developing a technique to remove toxins, allowing medics more time to prepare antidotes.

-Chiyute No Jutsu: Karui (Healing Hands Technique: Minor): Teaching every medical-nin this basic healing technique for faster battlefield recovery.

-Summoning Medical Tools: A vital technique that allows medics to summon necessary equipment in battle using scrolls, increasing efficiency and readiness.

This department would be critical in ensuring the clan's warriors could return to battle quickly after being injured, and it would improve overall morale. With the constant threat of war looming, these medical advances could mean the difference between life and death.

B- Combat Divisions: Tatsuya suggested creating elite combat squads with specialized focuses. Some squads would emphasize long-range ice techniques, while others would focus on close-quarters combat enhanced by Rokushiki This organization allowed the Yuki Clan to react more flexibly during engagements, maximizing their strengths in different types of warfare.

C- Resource and Development Department: Another innovative idea was establishing a group dedicated to managing the clan's finances, land development, and trade. This department would be responsible for increasing the clan's wealth and ensuring their continued survival in terms of both resources and strategic positioning. 

D- The Sensing Ninja Department: Tatsuya proposed the creation of a group of shinobi dedicated to developing sensing techniques. These ninjas would be responsible for detecting enemy movements, tracking chakra signatures, and providing intelligence during battles. They would be invaluable in espionage and early warning systems, ensuring the Yuki Clan was always one step ahead of their enemies. This will allow the clan to anticipate enemy movements and evade danger before it strikes.

"Our enemies move in the shadows," Tatsuya said. "We must be able to see them before they see us."

He suggested developing chakra-sensing techniques that could detect enemies over long distances or even through Justus that concealed their presence. The elders were impressed, recognizing that this would give the Yuki Clan a significant advantage in reconnaissance and ambush situations.
