Mist has the power to control the minds of her targets—if they satisfy the condition—to a certain degree. To Virtuo, she's nothing but a tool to be used and thrown once it becomes unusable. He ordered her to make her into the minds of some Knight Guards. Most of them are resistant to her power, so she was only able to keep seven of them under her thrall.
