In the manga, there is no mention of Fugaku activating the Mangekyō Sharingan. But in the anime, to enrich Uchiha Fugaku's character, they forcibly gave him a pair of Mangekyō Sharingan. However, the ability of his Mangekyō Sharingan was not directly pointed out, only vaguely hinted at. It was speculated that Fugaku's Mangekyō Sharingan's ability was to see a glimpse of the future, which was extremely mysterious.
The most obvious hint was what Fugaku said to Itachi before his death. He said, "I don't want to see my son and I killing each other, so you kill me, Itachi. Remember to protect Sasuke; protect him no matter what; he is the hope of our Uchiha clan."
After these words came out, many fans theorized that Fugaku's Mangekyō technique was "predicting the future." Even if it wasn't, his eye technique had a similar effect.
