These were well-trained men who had been indoctrinated into putting the lives of their clients above everything else. Such intense training broke some and drastically reduced their numbers but they prefer quality over quantity. The figureheads of big organizations and associations would never risk their lives, their lives were more precious than splurging money to buy such elite guards.
The organizations were restricted from training their men, this was a leash the federation used to keep them under control, should the organization train their men there was no doubt their endless greed would want more.
