The in-game book 'Racial Phylogeny' states the following: Elves and humans can mate and produce fertile offspring. Offspring of such unions match the race of the mother, but "traces of the father's race may also be present"
So, human mother, but Lucas got his dad's ears.
For the non-Skyrim players. This means he has natural resistance to ice due to being a Nord, but since he's the Mc, he's getting the Altmer's affinity for magic too.
